HEVERSHAM PARISH COUNCIL

 

Minutes of the Parish Council Meeting which was held on Monday 27th April, 2009 at 7.30pm, in the Athenaeum, Leasgill.

 

Present: Councillors: Peter Shaw; Ailsa Hulme; Tom Grindey; Andrew Lucas; Tony Parker, Adrian Bland; Gordon Caspstick; County Councillor Roger Bingham, District Councillor B Woof the Clerk and no members of the public.

 

731  Apologies for absence. - None.

 

732  Declarations of Members’ interests relating to any items appearing on the agenda. – None.

 

733  The Minutes of the Meetings held on Monday February 23rd, and March 30th were both signed as true records.

 

734  Reports

 a)  Field of Dreams. The Clerk has written to DEFRA to request that they start proceeding to have the weeds attended to.  She is to send a copy to Tim Farron MP.

 b)  Noticeboard.  It was decided to put a notice on the current noticeboard to say that there is a proposal to move the site to the Athenaeum grounds, probably on the wall of the Athenaeum, facing the car park.

  c) Equipment owned by the Parish Council. There is little life left in the mower, otherwise all is fine.

 d) Any relevant matters from District Councillor Brenda Woof. – Re: Allocation of land and the Core Strategy. There’s likely to be some slippage. Some new sites have been identified; not all sites will be commented on.

 Household waste depots, with the exception of Kendal Fell (who charge) are no longer accepting plasterboard products and cement in their skips.

 e) Any relevant matters from County Councillor Roger Bingham. – There are floods again in Leasgill and at the end of  College Green Lane.  The Cabinet of the County has awarded £500,000 for road improvements.   District Committees should choose what to spend it on.

St Peter’s Primary School has just been given the eighth highest rating in the Country.

There has been no recent action taken regarding the Cockpit. In 2004 English Heritage and Friends of the Lake District started trying to get action and it is still an “At Risk” site. 

Cllr. Bingham has made enquiries with regard to correcting the Lower Haverflatts sign and found Capita is responsible for Road name signs. – The Clerk has already emailed them about it.

 f) Playground. The new seat has been fixed in place. Inspection Report  - The playground report showed that caps need to be replaced and shrubbery cut.  Cllr. Grindey will attend to it

g) The Highway Steward is currently working in the area.  There is considerably more rubbish and dog excrement around, particularly on Woodhouse Lane. Should anyone wish to arrange a litter picking group, SLDC will loan out equipment and collect the rubbish. Cllr. Parker will make enquiries about the regulations.  Concern was expressed about the increase in traffic when the three day football event takes part on Tristrams: however it was not thought that there was any action that could be taken to alleviate it. The Chairman agreed to write to the headmaster to see if notice of future events could be provided.

h)  Website Cllr. Lucas presented the various options and the Council wished to go ahead with obtaining their own and will give some thought about what functions and information the website should have.

i) Allocations of Land – Next Steps.  There have been three new sites on private land added to the map.

j) Feedback from the Parish Assembly - The plans for the development of Dallam school site at Heversham seemed to be well received.

k)  Changes to Conservation Area. It is to change as in  Mr Darlington’s consultation document.  Leasgill has not been mentioned recently.

l) SL Strategic Partnership. Consultation on Greater influence for Local People. - Local Area Partnerships is perceived to be like a forum of neighbouring villages. There was a meeting in February and comments were invited.  The Council it acceptable to be part of a Kentdale LAP.

 

735  A new mower seems necessary.  The details Gllr. Grindey obtained were not thought suitable.  Clrs. Bland and Grindey will both obtain some quotes with a view to spending between one and a half thousand pounds.

 

736  More bark for the playground. – Not thought to be necessary as it wasn’t raised in the inspection report.  There will be some bark spare when mats are put underneath the swings. 

 

737  The new Noticeboard. Cllr. Hulme will speak to Robin Sisson about it, no order to be placed at the moment.

 

738  Planning Matters:

a)  Applications

·  SL/2009/0288  Horncop Cottage, Heversham. – Detached double garage. No objections.

·  SL/2009/0287 The Stable, High Haverflatts, Milnthorpe- No objections.

·  SL/2009/0331 16 Dugg Hill, Extension and alterations.- No objections.

 

b)  Planning decisions notified by SLDC: None.

c)  Planning Applications dealt with under the provisions of Standing Order 29 and comments made as indicated:  None.

 

739     Correspondence

·        Resignation of Clerk.  It was accepted by the Council with regret.  The Clerk to contact CALC to gain advice on the necessary details of the advert and ask whether they will advertise the post in their publication.  There will be a notice on the notice board and in the parish magazine.  The correspondent for the Westmorland Gazette may also be able to give the post some publicity.

·        Digital Switchover in Heversham information – Switchover starting 24th June. – Posters to be put on the two noticeboards.

·        SLDC Overview and Scrutiny Committees are consulting on their work programmes and seek suggestions for issues and topics that the community think would benefit from a scrutiny review. – None to suggest.

·        Information Commissioner’s office  enclose a DVD to help the Council fulfil their responsibilities under the Freedom of Information Act.

·        Neighbourhood Forum – Summary of meeting held on 10/3/09.

·        Land Registry: a guide for parish Councils in Cumbria.

·        Cumbria CVS News, Feb and April Issues.

·        ‘Highways Working Together’ Issue 13 and ‘Helping you plan your journeys’, March to May, 09.

·        Town and Parish Standard Issue 4, from the Standards Board for England.

·        Clerk and Council’s Direct, March 09.

·        SLDC Standards Committee Agenda.

 

740  Payments were authorised for the following accounts:

·                    CALC annual subscription 2009/10, cheque 089, £155.50.

·                    SLDC Playground Inspection, cheque 090,  £85.54

·                     

 

741 Items for Information

·                    Cllr. Hulme gives her apologies for the May meeting.

·                    There will be the village Barbeque on 13th June for the Athenaeum funds. Tickets from Cllr. Hulme or Grindey.

·                    The Guides Walk raised £188.

·                    There is a new mole hill in the playground.

 

742  Items for consideration for a future agenda. Land Registry.  .  Councillor Bingham agreed to meet with the Chairman after the County Council elections to look at the areas which are still believed to belong to the Parish.

 

743  The date of the Annual Parish Council meeting is Monday 18th May 2009.  Items for the agenda, to  reach the Clerk before Friday 8th May and copies of reports to reach the Clerk before Monday 11th May.
