Minutes of the Parish Council Meeting which was held in the Athenaeum, on
Present: Cllrs. G Capstick, P Shaw, J Pearson Snape, A Shepherd, A Hulme, District Councillor B Woof, County Councillor R Bingham, the Clerk and three members of the public.
594 Apologies for absence were received from Andrew Lucas and Tony Parker. Adele Shepherd alerted the Council that she had verbally given the Clerk her apologies for the Parish Assembly and that they had not been recorded. The clerk apologised; agreed to amend the draft minutes and requested that Councillors apologies be sent in writing in future.

596 Matters arising. – None.
597 Matters raised by members of the public for future consideration.
Note: Members of the Council are not
permitted to respond, except to ask questions for
the purposes of clarification only.
The
Council was asked to consider what can be done about inappropriate parking on
the old A6. The buses that wait to
collect school children at home time are particularly causing problems. There are as many as eight “nose-to-tail” and
it is very difficult to pass them with safety. Other danger spots are opposite
the old ‘Blue Bell’ and Crow Wood. This
will be an Agenda item next month.
598 Action required following issues discussed at the Parish Assembly.

make comments about the Core Strategy Local Development. This will be on 23rd May at

600 The Accounts 2007/08.
The accounts have been returned and approved by the internal auditor. The Council after clarification of some minor points agreed to the signing of Section 1 and 2 of the Annual return by acting Chairman Cllr. Shaw.
.601 To decide upon insurance cover required for the village. The Clerk is to make contact and ask to add the two new picnic benches onto the insurance and also make enquires about Quarry Wood.
602 The following payments were authorised:

603 Planning Applications and correspondence since the last meeting -
Permits received for: 3 Holly Close, Heversham – Two storey extension.
Glebelands, Leasgill, Heversham – Extensions.

604 The amendments to Standing Orders (ref. Minute 584) regarding Public Participation, were considered and adopted.
605 The request made by First Responders to have a yellow box painted on the road by St Mary’s Well, to enable them to stop to get their equipment quickly was discussed and the Council decided to support the proposal. The Clerk is to inform Mrs A Clare at Threave.
606 Correspondence received since February: -
· Annual Inspection Report for the Playground. –Screw covers missing, otherwise all okay.
·
· Notice of temporary road closure, 23rd May for 3 days, roughly from Lane End Farm to Field End farm on the U5346, plus Schedule of future road surfacing. – Noted.
· A letter to inform the Council that the proposal to make the former Hincaster Branch Line into a Multi user Path is being pursued.
· Notice that the Highway Steward is planning his work and that any potholes that need attention should be logged with the Highways hotline, giving size and depth. – Noted, to be an agenda item.
·
SLDC Update on remuneration for Parish
Councillors. – Noted.
· Great North Air Ambulance Service ask for financial support. – Not thought to be the service that would cover Heversham.

Parish Council. – There are two new applicants Thomas Grindley
and Adrian Bland. Councillor Shepherd expressed her
dissatisfaction at the lack of time given for applications. She was on holiday when the pack arrived and
did not get back until after the deadline.
The Clerk stated that she had tried to get packs sent out to her from
the Monitoring Officer earlier, but it was not possible.

· There was a query about whether the VAT refund for the Athenaeum had been received. The Clerk believed not but said that she would check. She would also check on the last day the current Councillors would be able to sign cheques following the elections.
· The Clerk asked the Council if they would allow Mr Darlington from SLDC to come to the next meeting to speak to them, as he is doing an appraisal of the conservation parts of Heversham, particularly around the church. The Council said 12th May was too soon and they would prefer him to come in June.
· The W.I. seat on the head is loose. Thomas Grindley will ask Martin Tyson to attend to it.
· The roads need sweeping again.
