Heversham Parish Council

 

Minutes of the Parish Council Meeting which was held in the Athenaeum, on Monday, 25th February, 2008.

 

Present: Councillors, Peter Shaw, Tony Parker, Jenny Pearson-Snape, Andrew Lucas, County Councillor Roger Bingham, District Councillor Brenda Woof the Clerk and three members of the public.

 

580  Apologies for absence  Chairman Gordon Capstick, Ailsa Hulme and Adele Shepherd. Vice Chairman Peter Shaw took the Chair.

 

581  The Minutes of the meeting held on Monday 28th January 2008 were signed as a true record.

 

582  Matters arising from the Minutes.

·        Cllr Shaw has been in touch with CALC and the Clerk about the proposed change to Standing Orders (576) and circulated the wording they considered most suitable to the other Councillors.  The Council will consider adding this to the Standing Orders at the next meeting.

·        The damaged kerb stone (570) has not been replaced.

·        Reference Minute 569 Mr Smith has emailed to say that the cost of replacing the Velux rooflight in the Athenaeum kitchen was  £70.50 not £149 as quoted at the meeting.

 

583  Matters raised by members of the public for future consideration.

Note: Members of the Council are not permitted to respond, except to ask questions for the purposes of clarification only.

The entrance to the playground is very muddy – can anything be done?

 

584  The arrangements for the Annual Assembly to be held on 31st March 2008.

  • Sergeant Sizer will attend, representing the police.
  • District and County Councillors will give a report.
  • Judith Derbyshire can attend to speak about the housing survey, although it will interrupt her holiday.   The Council asked the Clerk to ensure that the results of the Heversham survey will be available, otherwise there is little point in troubling her.
  • The Clerk reminded the Council that Mr Dick Base was willing to attend to speak about what he can do to ease the parking problems – this was not thought to be necessary.
  • Mr R Sisson will attend to give an overview of Athenaeum matters.
  • One of the Playground Committee will inform of developments.
  • Mr Holdup has still not responded to his invitation to speak about Dallam developments – the Clerk will ask again.
  • Cllr. Parker will purchase the refreshments on the Chairman’s behalf.
  • Cllr. Parker will produce the invitations and arrange delivery.

 

585  The Equipment Report.

The playground equipment is in order.  Cllr. Lucas has retained the inspection book for another month.  He always finds a need to collect litter and the gateway is indeed muddy, but it was thought to be a commonly occurring problem in wet weather and no action was suggested.

 

586  The Playground Financial Report.

The finances have been given a boost with £1000 grant from Neighbourhood Forum. Once the grant arrives it will be given with the rest of the funds to be held in the Parish Council bank account, until needed.  Mrs Tideswell will contact Dallam School for permission to add more equipment to the playground and the Clerk will order it when requested.  It is proposed to buy a bouncy toy for the little ones and an Activity Play area for the older children.  The Council reminded the Committee members that a bucket swing and roundabout and seesaw had been proposed originally. The Committee members thought space could become an issue, particularly for another swing, although the one proposed could be used by the disabled.

Updates will be given quarterly at Parish Council meetings; the Clerk will send an Agenda to Mrs Tideswell when appropriate.

 

587  The Athenaeum Financial Report.

All the invoices have been paid and the rental is up.    Expenditure is £40 over budget but hire income is up by £600. More one-off functions are taking place. Drainage costs are likely to increase but are being challenged. Overall, the results are pleasing and thanks go to the Committee.

 

588  The following requests for payments were authorised:

  • Rent for use of Athenaeum for the year - £84.50, cheque 100063.
  • CALC subscription,  - £148.50, cheque100064.

 

589  The internal annual audit of the accounts.

The Clerk is to approach Mr Schofield as last year.

             

590  Planning Applications: -

·        SL/2008/0007. 3 Holly Close, Heversham. Two Storey Extension.

Cllr. Parker declared an interest in 3 Holly Close, as the occupiers were friends. – No objections.

·        SL/2008/0121 Glebelands, Leasgill. Extensions and alterations. – No objections.

·        SL/2008/0153 The Meadow, 2 Lower Haverflatts.

 Cllr. Lucas declared an interest as the property was his; gave clarification and withdrew from the room to allow discussion. – No objections.

 

591  Correspondence received since the last meeting:

·        A risk assessment form regarding St Peter’s School forest activities held in Quarry Wood. – Nothing alarming and the Council was pleased to see that the school was doing it’s best to keep within the regulations and that the wood was giving enjoyment.

·        The Audit Commission informs the Council that they intend to appoint BDO Stoy Hayward LLP as auditor for Heversham for the next five years and gave their charges.

·        Tym & Partners write with a questionnaire to complete to enquire about the availability of  potential sites for housing. – Nothing to suggest.

·        Cumbria CVS News – February 08.

·        CALC invite councillors to a meeting at Kendal Fire Station on 6th March at 6pm with a buffet provided. Agenda and minutes from the previous meeting. – No volunteers.

·        SLDC’s South Lakeland News.

·        Waymarker – February 2008.

·        CCC Proposals for the replacement of six residential care homes in Cumbria – Consultation. – None very close, so no comments.

·        CCC Procurement News. Spring 2008.

·        SLDC Affordable Housing Update – January 08. – Nothing about Heversham/Leasgill.

 

592  Items for information.

·        Gateway.   Still waiting as Highways haven’t got permission.

·        There is to be a musical event on the County Showfield over three days, at the end of May.  It will be well policed and the ticket times have been staggered so it is hoped that it will not cause congestion.

·        A tree has fallen in Rowell Green but the location is vague.

·        There has been disturbances for the neighbours near Dallam School car park, as older pupils have been roaring out of the car park and being rowdy.

·        Work has been done to the roads to fill in the pot holes on the A6 at Hawbarrow, near the railway bridge.

·        The signs need cleaning.  The Clerk is to mention it at Precept setting time and it will be discussed then.

 

593  The date of the next Parish Council meeting is 28th April 2008.
