Heversham Parish Council

 

Minutes of the Parish Council Meeting held in the Athenaeum, Leasgill, on Monday, 28th January, 2008 which started at 7.30.p.m.

 

Present: Councillors Gordon Capstick, Peter Shaw, Tony Parker, Ailsa Hulme, Jenny Pearson-Snape, Andrew Lucas , County Councillor Roger Bingham, the Clerk and one member of the public.

 

567  Apologies for absence were received from District Councillor Brenda Woof and   Cllr. Adele Shepherd

 

568  The Draft Minutes of the meeting held on Monday 26th November, 2007 were signed as a true record.

 

569  Matters arising from the Minutes. 

·        Cllr. Hulme checked on why the Velux window in the Athenaeum had been changed when there was a danger of going over budget.  She explained that it was only the glass that had been replaced at a cost of £141.  Lettings were up from last year and the Committee have several fund raising ideas, so the financial pressure had reduced.

·        Ref. Minute 556.  The signs have now been attended to. 

 

570    Matters raised by members of the public for future consideration.

Note: Members of the Council are not permitted to respond, except to ask questions for the purposes of clarification only.

There is still mud on the road at Hawbarrow.

 A kerb stone has been displaced in Heversham Gardens.

The stile on the Head has not yet been repaired but it is not thought to be a public footpath.

      There is a need for more public litter bins in the Leasgill end of the Parish.

What has happened to the grit box opposite Eversley in Leasgill.

The roads need sweeping.

572    The Parish Assembly.

Cllr. Parker agreed to purchase wine and glasses and nibbles on behalf of the Chairman, which will be paid out of the “Chairman’s Allowance”.

The Clerk is to invite a representative from Dallam School to attend and talk about the plan to make it a single site school  and what this will mean to Heversham. 

The Clerk will contact Judith Derbyshire about the Housing survey to ask if she will attend the Parish Assembly to present the result.

It is hoped that County Cllr. Bingham and District Councillor Woof will each give an address.

The Police are to be invited to speak, as are the Chairman of the Athenaeum and Chairman of the Playground Committee. 

 

573  Playground Appeal Committee is to be a sub committee of the Parish Council, Cllr. Shaw proposed and Cllr. Parker seconded, the vote on the proposal was carried unanimously.

The Committee currently consists of Mr Adrian Tideswell as Chairman, Mrs Jane Tideswell as Secretary, amd Mr Adrian Bland.

 

574  Payments. – None.

 

 575  Planning Applications and correspondence received since the last meeting:

·        SL/2007/1300 Blue Bell Hotel, Princes Way, Heversham. Internal and external alterations. Deadline for comments 21st December, therefore emailed details – returned comment expressed the opinion that it will be an improvement. PERMIT GIVEN.

·        Waterside Farm, Heversham.  Alterations to Domestic outbuilding.  PERMIT GIVEN.

·        Land to the West of Hillside, Woodhouse Lane, detached dwelling.  PERMIT GIVEN.

 

 576  Correspondence received since the last meeting:

·        Heversham St Peter’s CE Primary School informs the Council of its outstanding grade from OFSTED and of the success of their Forest School activities, giving thanks to the Council for their continuing support. – The Clerk to send the Councils congratulations.

·        CALC give advice on Standing orders/Public Participation and changes to the distribution of their Circular. – The Clerk to consult with Cllr. Shaw on the suggested amendments to Standing Orders.  It will be an Agenda item for next meeting.

·        AmeyMouchel advise of improvement works starting on 4/2/08 on the A590.

·        The Effective Council Training Programme. 4 Thursday evenings in February at Keswick, £40.

·        Cumbria Highways Newsletter and travelling advice.

·        Cumbria CVS News.

·        Cumbria Energy Efficiency Advice Centre Supplement, which provides information about their work.

·        SLDC informs that the Cumbria Wind Energy Supplementary Planning Document has been adopted.

·        FELLS write about their opinion that Cumbria is “under Siege” from wind farms and urges action to protect the countryside.

·        SLDC write to request suggestions for issues and topics for the Overview and scrutiny Committees to consider.  – None forthcoming.

·        CCC Annual Report.

·        VAC.  News and information about grants available. www.ruralcommunityfund.org.uk

·        Consultation on orders and regulations relating to the conduct of Local Authority members in England: views sought by 15th February. www.communities.gov.uk

·        Rock Reports issue 16.

·        CALC Circular and minutes of the meeting on 29th November 07.

·        Kent Estuary Neighbourhood Forum – summary of meeting held on 4/12/07.

·        “Link Up”, from CCC.

·        Debbie Storr of SLDC informs that the Register of Electors now available through her.

·        Clerk and Councils Direct magazine.

·        SLDC Local Development Framework Annual monitoring Report 2007. Comments on it invited.

·        Posters and information about the District Elections and becoming a Councillor. – Left in the Athenaeum near the porch.

 

577 Iems for information.

578 College Green Lane floods. These have become much worse recently. There may be a need to put a probe down the drain to clear the blockage.
