Minutes
of the Parish Council Meeting held in the Athenaeum, on

553 Apologies for
absence were received from Cllr. Lucas.
554 The Minutes of the meeting held on
555 Matters arising from the Minutes.

The
Clerk has received clarification regarding the Council’s application for
funding to provide a swing in the playground, suitable for disabled children.
Their application does not fit the criteria for the funds available; however,
she has received a grant application form to try elsewhere.
·
Capita
have suggested that street lighting should be installed with time clocks to
reduce the hours the lights are on. The
Council still feels that most of the energy being used will be when the children
are not nearby. – The Clerk will reply.
·
Cllr. Shaw
alerted the Council to the CCLA making two changes to their investment fund.
They
will increase the charge slightly for their services but expect to increase income
by about 15% which should mean about £480 extra income for Leasgill
Quarry.
556 Matters raised by members of the public for future consideration.

The signs have not yet been attended to.
There is a lot of mud on the road out at Hawbarrow again.
557 The following payment was authorised:
Clerks pay claim for
558 The following Planning Applications were
considered:-

Waterside
Farm, Heversham SL/2007/1218. Alterations to Domestic outbuilding – the Council
would like to recommend that the applicants should be made to follow the
planning departments suggested amendments.

OS Field
No 7684, Highfield, Milnthorpe – Erection of an Agricultural
Building. – No objections.
559 The Equipment Report.
Cllr. Lucas has
the Playground inspection book and is unfortunately absent.
560 The Athenaeums Financial Report. – Presented by Cllr. Hulme.
External
painting has been carried out and the window in the main hall has been replaced
together with four double glazing units; the gas hot water boiler needed a
repair and the Velux window in the kitchen roof has
been replaced. Cllr.
Hulme warned that at the end of the first quarter the Athenaeum may experience
a shortfall and might possibly need a loan.
It could be almost £2000 and the Clerk warned that notice would need to
be given to National Savings. The Councillors asked why the Velux
window in the kitchen roof had been replaced. Cllr.
Hulme will check on this.
£360 was raised at the Curry Night.
The
Annual Return has been submitted to the Charity Commission.
A
letter of thanks has been sent from the Committee, for the Leasgill
Quarry Grant of £2760.
561 The Clerk informed the Council that the Leasgill Quarry Annual Return for 2006/7 has been sent ‘on
line’ this year and that the figures for 2006/07, submitted were: £4693 gross
income and £3100 total expenditure.
562 The Playground Financial Report.
There
is approximately £1300 from the pram race and £542.91 still to spend from the Leasgill Quarry – a total of £1842.91.
Cllr. Capstick
believes that there will be a dance organized to raise more funds in the New Year.
563 The Precept.
The
Clerk has amended the Budget and the amount to be requested is £7204. A copy of the Budget is held with the minutes.

Cumbria CVS Invite you to hear
about the detail of the Strategy of Cumbria Rural
Enterprise Agency and to contribute to its development.
Introduction of 1App – A standardized National Planning Application
Form. There is a workshop
at
Cumbria Highways
set out plans for a trial service from the response teams who carry out
repairs. –The Council would like the Clerk to check if there are any
outstanding jobs to be done and ask that they be attended to.
Rural Wheels information – an alternative way to travel.

565 Items for information.

Former
Parish Councillor Tony Rimmer
has died this week. The Clerk will send
a card from the Council.
·
The
footpath is very muddy on Prince's Way, on the Kendal side of the Blue Bell,
opposite a field exit, forcing pedestrians to walk on the road.
566 To
set the dates of the next Year’s Parish Council Meetings. This will be
discussed further in the next Council meeting which will be held on
