Minutes of the Parish Council
Meeting held in the Athenaeum, on
Present: Councillors G
Capstick, P Shaw, T Parker, A Hulme, A Lucas, A Shepherd and J Pearson-Snape,
County Councillor R Bingham, District Councillor B Woof, the Clerk and one
member of the public.
499 Apologies for absence. - None
500 The Minutes of the
meeting held on Monday 21st May, 2007 were signed as a true record after adding
in the words A Lucas, as having sent apologies.
501 Matters arising from
the Minutes.

“Field of Dreams” the owner/occupier has agreed to control
the spread by 27th June 07.
The Council is requested to contact Natural England by then, if nothing
has been done. The Clerk will write as appropriate.

The traffic wardens have been to the problem area outside
St Peter’s School but found everyone was behaving. Mr Base has offered to attend a Parish
Meeting. The Clerk is to invite him to
next year’s Parish Assembly and request that the traffic wardens continue to
appear from time to time.

The VAT paid by the Athenaeum Committee has been returned
to the Parish Council. The Clerk is to
return the amount due to the Committee.

503 Planning
Applications and correspondence since the last meeting:
Cllr. Lucas declared a non-prejudicial interest in the two
properties at Haverflatts. Cllr. Sheperd declared a non-prejudicial interest in
The Old Grammar School. Neither Councillors left the room.

504 The paragraph
12(2) of the new Code of Conduct was considered and a resolution was made to
adopt the new Model Code of Conduct including paragraph 12(2), from
505 Judith
Derbyshire from ‘Cumbria Rural Housing Trust’ attended the meeting and gave a
short explanation about the proposed ‘Housing Needs’ survey for Heversham. This did not focus on possible sites but
whether there is a need. The Council decided that the survey was a good idea
and were prepared to offer their support to the project. An article could be
put into the magazine for September/October to encourage the completion and return
of the survey forms. Cllr. Jenny
Pearson-Snape offered to prepare a letter to send to each household and send a
draft to the Clerk who will email it to each
of the Councillors for approval. The details will be finalized at the
next meeting in August. The forms will
then be hand delivered by the Councillors.
Hopefully the survey forms will be distributed by the end of September.
506 The
date of the Leasgill Quarry deadline for claims is 31st August,
application for funds deadline is September 7th and the Annual Meeting is Tuesday, 18th September
07. Cllr. Bingham has kindly offered him home as the venue. Heversham’s representatives will be A Lucas,
P Shaw and G Capstick; Milnthorpe’s will be J Baldwin and R Bingham.
507 Correspondence
received since the last meeting: -

Tim Farron MP wrote to draw attention to a letter he’s
received about creating a passing place in the vicinity of ‘Highfield’ on
Higher Haverflatts and asked the Council’s opinion. – The Council felt the
passing place would be a good idea but could not help with the funding of it.

SLDC wrote about the creating of play areas for
children. If the Council has a project
for them to consider there may be funding available.- The Clerk is to complete
and return the enclosed form, saying that the Council would like to provide a
swing for the disabled in the playground at a cost of approximately £7000.
·
Training on new ‘Code of Conduct’, various dates and venues
offered. –Cllr. Lucas will attend the one at Kirkby Lonsdale, the Clerk will inform
the organizer.

The Parish Remuneration Panel asks the Council to decide whether to request that Councillors
be allowed to claim expenses and/or an allowance for 2008/09. The Clerk is to request that Councillors be
able to claim expenses and that the Chairman receives a Chairman’s allowance.
