Heversham Parish Council

 

Minutes of the Parish Council Meeting to be held in the Athenaeum, on Monday, 29th January, 2007 which started at 7.30.p.m.

 

Present: Councillors P Shaw, Tony Parker, A Hulme, Jenny Pearson-Snape, Adele Shepherd, District Councillor Brenda Woof, the Clerk and one member of the public.

 

448  Apologies for absence were received from A Lucas and Chairman Gordon Capstick. Vice Chairman Peter Shaw took the Chair.

 

449  The Minutes of the meeting held on Monday 27th November, 2007, were signed as a true record.

 

450  Matters arising from the Minutes.

·        The risk assessments have been made in Quarry Wood and no serious dangers are evident.  The children of St Peter’s School will therefore begin their projects in it after half-term.  The Council has been provided with a copy of the Risk Assessment.

·        The letter from the Council regarding the Gateway project needs to be submitted shortly, it is likely to be put before Committee at the beginning of April.  Cllr. Lucas has undertaken to compose the Council’s submission but is unfortunately unable to attend this evening.  It is hoped therefore that he will email the draft to the Councillors for approval in the near future.

·        The Clerk has received a reply from the Tree Preservation officer at SLDC to say that the Oak Tree in Heversham Gardens, does have a preservation order on it, and that the work that has been done on it was authorized.

·         The Clerk reported the need for road sweeping in the village, particularly around the Church.

·        A letter has been received from Sarah Burns of SLDC regarding The Code of Conduct training which was requested by the Council. The proposal is to hold a joint session at Holme, and Heversham Councillors have been asked which of the suggested dates will be convenient.  The Clerk is to suggest the 3rd, 17th or 24th April.

·         It would appear that older Dallam School children are still using the playground, which is intended for under 12’s. – The Clerk is to write again to the school.

 

 

451  Plans for the Parish Assembly for 26th March 2007.

  • It is hoped that County Councillor Roger Bingham and District Councillor Brenda Woof will be willing to give reports as usual.
  • Ailsa Hulme will talk to Robin Sissons regarding a progress report on the Athenaeum.
  • The Clerk will invite the police to attend and speak.
  • Cllr. Parker will speak to John Cushnie and try to get some movement regarding the Playground and the purchase of the picnic bench, then perhaps one of them will give an update.
  • It is expected that the Chairman will include Gateway and the “Field of Dreams” in his Chairman’s address, so no need to make them an Agenda item.
  • To announce that there will be a Public Participation Agenda item at each meeting from April 2007.
  • The most probably topic for discussion is the “White Paper”.  However, this is not decided upon, so plans for the Parish Assembly will be an Agenda item again in February. Councillor Parker will produce an invitation.

452  Payments authorised: -

  • Panararmer, Athenaeum updating, £6549.09, cheque 041. There is some uncertainty about the rules on claiming the VAT back for Athenaeum capital expenditure.  It will be discussed in more detail at the next meeting – an Agenda item.

 

453  The only tender submitted for the village maintenance work, is thought to be very reasonable and the Clerk will write to Mr Tyson to accept.  Mr Tyson has confirmed that the Tender runs January to December.

 

454  Planning Applications and correspondence received since the last meeting.

·        Plum Tree Hall, Heversham. Erection of Railings to front entrance.  Circulated to some of the Councillors in December.  No objections.- SLDC Permit given.

·        Marsh Farm, Heversham.  Extension of Caravan site for additional 12 seasonal caravans.  - SLDC Permit given.

·        Park House Farm.  Slurry store.  - SLDC Permit given.

 

455  Correspondence received since the last meeting:

·        CALC Presentation of County Council and District Councils’ Proposals on the ‘White Paper’. Meeting at Penrith on 3/2/07 starting at 10am. – Councillor Shaw will attend, the Clerk has booked a place.

·        South Lakeland Housing Market Assessments – Consultation. www.southlakeland.gov.uk comments by 12/02/07.

·        School Organisation – A strategic Approach.  Information newsletter.

·        CALC Minutes of 130th Meeting held on 30/11/06.

456  Items for information.

·        Cllr. Shepherd passed a letter to the Clerk from Mr Gott, complaining about the condition of Woodhouse Lane near Tristrams and making certain suggestions.  This will be an Agenda item next month.

·        The playground field has moles, Peter Shaw will try to get someone to remove them.

·        Woodhouse area has not received Calendars re the dates for collections of rubbish.  Anyone wishing to request one should telephone 0845 050 4434.

·        There’s a pothole by the island at the join where the A6 joins Princes Way which needs attention. Two Clearway signs are down: one near Park House Farm and one just before the Milnthorpe boundary.  There’s a very rusty sign beside the old school which needs cleaning. There’s leave mould on the roads, particularly near the Tennis Courts belonging to Dallam School. – The Clerk will report these to the relevant people for attention.

·        Defra needs chasing up about the “Field of Dreams”. – The Clerk to attend.
