Heversham Parish Council

 

 Minutes of the Parish Council Meeting held in the Athenaeum, on Monday, 27th November, 2006, which started at 7.30.p.m.

 

Present: Councillors P Shaw, Tony Parker, A Lucas, A Hulme, Cllr. Jenny Pearson-Snape, Adele Shepherd, District Councillor Brenda Woof, County Councillor Roger Bingham, the Clerk and two members of the public.

 

437  Apologies for absence were received from the Chairman Gordon Capstick.  Vice Chairman, Peter Shaw took the Chair for the meeting.

 

438  The Minutes of the meeting held on Monday 30th October 2006 were signed as a true record after the correction of a spelling mistake.

 

439  Matters arising from the Minutes.

·        Regarding the use of Quarry Wood. Cllr. Shaw has met with Mrs Blakeley and Mrs Vicky Boggan, who is a teaching consultant qualified to carry out risk assessments. A County Council health and safety advisor will also be used by the school. Currently the work required is simply to clear some brambles from an area where the children will be working.  There will be a risk assessment made for each new activity.  The Clerk will receive a copy of the initial assessment, which should arrive by early 2007 and any additional ones made as a result of extra activities being introduced. 

·        Mr Smith has submitted all the necessary documents to the Charity Commission, regarding the Athenauem’s accounts, including information to cover 2003/04, which it appears has never been supplied.  He has also provided a financial update to the Council, explaining that a window will probably need replacing next year which will cost roughly £1000. The report was distributed at the meeting.

·        A reply has been received from Mr Ian Gunby regarding the village sports day, to say that it is hoped that there will be a memento produced to give to participating children and esteemed guests.  Perhaps the Council will help to fund this.

 

440  Cllr. Shaw, following his attendance at the Annual General meeting of CALC, which coveed the ‘White Paper’, gave his impression of its salient points.  Namely, the intention to empower Parish Councils to take more of the responsibilities of maintaining its own community and create a feeling of “well being” by being able to decide what is important for their locality. There is likely to be one central organisation, who will be required to provide all our services, rather than having both SLDC and CCC. There is thought to be too much money spent on administration and one authority would be more cost effective.  The elections in 2008 will be for a shadow unitary board, probably to take over in 2009.  This could be a subject for discussion at the Parish Assembly.

 

441  Obtaining Tenders. Since the Standing Orders state that tenders should be invited for work likely to cost over £500, the Clerk is to invite other tenders for the village and playground maintenance. She is to write regarding the tender submitted by Mr Tyson, enquiring when his current contract finishes.

 

442  The following Payment request was authorised.

Clerks pay claim for 1/1/06 - £5421.81,cheque 100040.

 

443  Planning Applications and correspondence:-

§         SL/2006/1145. Park House Farm, Heversham. – Slurry Store. -  No objections, providing it meets all environmental standards.

§         SL/2006/1193. Marsh Farm, Heversham. Extension of caravan site. – No objections.

§         College Green Farm.  – Permitted.

§         Ash Tree House. Permitted.

 

444  The Equipment Report.  Cllr. Shepherd reports that apart from the fact that someone had lit a fire in the playground, all is well.  The seat has been repaired and returned, a bill will be forthcoming.  The inspection book has been passed to Cllr. Shaw.

The Clerk has written to Dallam School to ask that newcomers be informed that the playground is for children under 12 years old. 

 

445  Correspondence received:

·        CALC Circular, November with Neighbourhood Forum’s Consultation forms. -  The consultation form was completed together. Notice of CALC’s meeting on 30/11/06 at Kendal’s County Hall.

·        Cumbria Wind Energy Supplementary Planning Document Comments form. windspd@cumbriacc.gov.uk – Noted.

·        SLDC Statement of Community Involvement.

·        LRC White Paper Special – Circular. – Taken by Cllr. Shaw.

§         Rock Report with their Annual Report 2005/6

§         Receipt and thanks for the £25 donation to the Royal British Legion Poppy Appeal.

 

446  Items for information.

·        Someone has sprayed blue pain on the Milnthorpe side of the 30mph sign on the old A6, near Dallam School. – The Clerk is to report it.

·        An old Oak Tree in Heversham Gardens has been “hacked at” with a saw. – The Clerk is to make enquiries to find out whether it might have a preservation order on it.

·        There are leaves on the road particularly near the church and playground, which need clearing.  – The Clerk is to request that the sweeper pays a visit.

·        There is an incorrect sign at Lower Haverflatts which is causing confusion, as the sign says Low Haverflatts.  – The Clerk will write to point this out to SLDC.

·        Cllr. Bingham has reported the poor condition of the road by Woodhouse Farm.

 

447  The dates of the next Years Parish Council Meetings were approved and will be sent to the appropriate bodies.
