Heversham Parish Council

 

Minutes of the Parish Council Meeting to be held in the Athenaeum, on Monday, 24th April 2006, which started at 7.30.p.m.

 

Present: Councillors G Capstick( Chaired this meeting), P Shaw, A Hulme, A Lucas, J Pearson-Snape, A Shepherd, District Councillor B Woof and the Clerk  

 

353  Apologies for absence were received from Councillor Parker.

 

354  The Minutes of the meeting held on Monday 27th March, 2006 were signed as a true record.

 

355  Matters arising from the Minutes of the February Parish Council Meeting.

§         The Clerk has received a reply from Mr S Holdup, headmaster of Dallam School, to say that he will pass our concerns about lager cans being found on the village playground to the Head of Boarding and Head of Sixth Form.

§         Cumbria Highways has replied to the letter regarding the ‘squeeze stones’ virtually blocking the footpath by assigning the problem the reference number 94608.

§         Councillors Shaw and Hulme intend to submit a short personal piece to John Cushnie for the website, as has the Clerk.

 

356  To consider any action required following issues discussed at the Parish Assembly.

This is to be put on the Agenda again for next meeting. 

§         The Clerk informed the Council of a letter received from Mr John Smith, showing a correction to the figures she recorded, as given by him, at the Annual Assembly, regarding the increase in Council Tax, if the precept is increased.  

 

357  Insurance cover required for the village.  The Clerk is to enquire of the External Auditor why the fidelity insurance had to be increased to £20,000.  This must be an Agenda item again next time.

 

358  The accounts were approved and the Statement of Assurance on the Annual return completed, before going to the external auditor.  The risk assessment has been written in a similar way to CALC’s example supplied and thought now to be more acceptable to the external auditors than the previous format.  The assets register was corrected by removing the “by the post office” from the side of the “litter bin”.

 

359  The following payments were authorised:

Annual Subscription CALC - £138.50, cheque no.100027.

Mr E Schofield -  £25, cheque no.100028.

 

360      There were no Planning Applications.

§         The Olde Blue Bell has been permitted to replace their windows and French doors to the rear.

§         District Councillor Brenda Woof informed the Council that the Gateway planning application will come before the Committee before the end June and that Heversham Parish Council will be consulted.

 

361  Correspondence received since February.

§         Letter to advise of a Committee formed to oppose the Gateway project and give information about its Committee members.  If required they are willing to make a brief oral presentation of their views to the Council. – It was not thought to be necessary at this time.

§         SLDC Annual Inspection Report on the Playground. –  To be passed to Councillor Parker.

§         Interim Planning Approach to Housing Development.

§         CALC Circulars for March and April 2006.

§         Letter of information regarding the future policing of Cumbria.

§         Advice from SLDC that a “Parish Council Toolkit” had been produced by the ACS&S.  A copy can be found on the SLDC website.

§         Minutes of the 127th Meeting of CALC.

§         ‘Finding the Finest’, the newsletter of the countyside Agency’s North West Designation Team. – Councillor Lucas has taken.

§         Clerk and Councils Direct.

§         ‘Resource Cumbria’ gives information on its goals.

§         University Hospitals of Morecambe Bay Newsletter inviting comments by 3rd May.

§         Highways Agency write with information about roadworks. – Councillor Lucas has taken.

§         Cumbria Highways News. – Councillor Lucas has taken.

§         COIF Charity Funds – Annual Reports and Accounts. – Councillor Shaw has taken.

§         North West Regional Assembly. Submitted Draft Regional Spatial Strategy for the North West of England in booklet and CD form; Sustainability Appraisal of the North West Regional Spatial Strategy. – Councillor Lucas has taken.

 

362    Items for information.

§         Mr Gott has contacted Councillor Parker regarding the damage caused to the road by the increase in traffic near his home in Woodhouse Lane.  District Councillor Woof will speak to the Head of Dallam, as she feels there might be a connection.  This will be on the Agenda next time.

§         The Clerk informed the Councillors that the Post Box has been moved from outside the former Post Office, to outside Dallam School and that Councillor Parker has enquired whether this can be done without planning permission.  He was informed that it can, but he feels the Post Office should have consulted the Council.

§         The playground inspection book has been passed to Councillor Pearson-Snape.

 

363  The date of the Annual Parish Council Meeting is 22nd May 2006.
