Heversham Parish Council

 

Minutes of the Parish Council Meeting held in the Athenaeum, on Monday, 27th February, 2006, which started at 7.30.p.m.

 

Present: Councillors T Parker, A Shepherd, A Hulme, A Lucas, P Shaw, District Councillor B Woof, County Councillor R Bingham, the Clerk and two members of the public.

 

334  Apologies for absence were received from Cllr. Capstick.

 

335  Part of Minute 326 of the meeting held on Monday 30th January 2006 was changed to read: “this equates to a probable 32 vehicles per minute at peak times.” Minute 327 heading should read the Parish Assembly is on 27th March 2006. The minutes were then signed as an otherwise true record.

 

336    Matters arising from the Minutes.

§         The Clerk stated that the SLDC questionnaire on housing is too personal for the Council to be able to complete.  Cllr. Shepherd received one, as part of the random selection process.

 

337    Arrangements for the Annual Assembly to be held on 27th March 2006.

Mr Robin Sisson together with Ailsa Hulme have agreed to speak about the Athenaeum.

Mr David Sykes should be asked to give the Assembly an update on ‘Gateway’.

County Cllr. Bingham and District Cllr. Woof will both give an address.

Inspector Dufty has changed roles but has contacted Inspector Ian Carruthers and Sergeant Bell to attend for the police.

The Chairman will ask the Assembly for their wishes regarding the proposal to increase the Precept  in order to subsidise the Athenaeum.

Entry into the ‘Cumbria in Bloom’ Competition will be discussed.

To discuss potential traffic restrictions will also be on the Agenda.

The Clerk will send the appropriate information to Cllr. Parker, who will finalise the invitations/Agenda and organise the printing and delivery.

The Clerk will provide nibbles and the Councillors will provide drinks as usual. (Denise - original could be interpreted as if you were going to provide drinks for councillors, but not for anyone else!)

 

338  The Clerk has received her Annual appraisal and that the outcome was satisfactory.

 

339  The Equipment Report.  Cllr. Shepherd reported that while inspecting the playground she has found a lot of lager cans strewn about.  She collected them for disposal each week when she inspected, with the exception of Dallam School holiday week when there were none there.  Someone had also left used disposable nappies there.  Cllr. Parker will buy the dustbin for the playground, as previously agreed.  The Clerk is to write to Dallam School Head Teacher about the lager cans.

 

340      The Athenaeum Financial Report.  The Councillors were pleased to see that income is likely to exceed expenditure.  They note that there is a new customer but that there are still no emergency funds. 

Cllr. Hulme explained the fund raising plans for the servery refurbishment include; a Grand Raffle for which she is appealing for prizes and a Summer Barbecue with a children’s theme to take place, around the time of the Queens 80th Birthday.

 

341  The Playground Financial Report.  Currently stands at -£259.23.  A cheque has been issued from the Leasgill Quarry Fund to bring the balance up to zero, the remaining amount of the award to be paid when the next playground equipment is purchased.

 

342  Payments. – None.

 

343  The Council would like the Clerk to approach Mr E Schofield to do the internal Audit as usual.  If he is unable to oblige Cllr. Hulme will ask her accountant.

             

344  Planning Applications since the last meeting, so far: -

SL/2005/1360. Rowell Farm, Milnthorpe – Proposed conversion of existing farm building into three holiday cottages. – No comments.

SL/2006/0195 Olde Blue Bell. Replacement Windows and French doors. – Approved of.

 

345  Correspondence received since the last meeting:

§         Dallam School write regarding Heversham Head Cockpit and the approach path. – The Clerk is to write to Capita, stating that there is an obstruction to a recognised legal footpath, and that they can refer to Cllr. Bingham if need be. Write and thank Dallam for their letter and inform them that the matter is being dealt with.

§         Dallam School write to ask the Parish Council to support them in a request to Highways Department to improve street lighting on the north side of the Heversham site.  The Clerk is to reply to say that the Council feel that body sensitive flood lighting would be adequate.

§         Cumbria in Bloom application form. Deadline for entries 29th April, 2006 - £5. – Put on the Agenda for the Parish Assembly.

§         Notice of Code of Conduct workshop/surgery for Parish Clerks. – The Clerk does not wish to attend.

§         Employment Land and Premises study – Final Report.  Observations by 31st March.

§         CALC notice of 127th Meeting.

§         CALC a copy of a verbal report made to the last CALC Executive meeting by Chris Shaw, regarding Health Reviews and Consultations.

§         Kent Estuary Neighbourhood Forum Agenda – 1st March at the Heron Theatre, 7.pm. – Cllr Parker hopes to attend.

 

346    Items for information.

§         People attending the Dallam School have been parking on the road and in some instances blocking driveways. – The Clerk is to add this comment on to the letter to the Head Teacher regarding the empty cans. The offended residents have been advised to contact the police.

§         County Councillor Roger Bingham answered Cllr. Parker’s query about Capita made at the last meeting, by saying that the contract has been extended by three years, but that the penalties will still apply.

§         The Clerk informed the Councillors that the Agenda for the forthcoming meeting will in future be shown on the Parish Council section of the village’s websit. www.Heversham.org   Mr John Cushnie who updates the site has asked if the Councillors are willing to submit a short piece about themselves and possibly a photograph, to raise the profile of the Parish Councillors. – Councillors will submit their own to:  john@heversham.org

 

 

347  The date of the next Parish Council meeting is 24th April 2006.
