Heversham Parish Council

 

Minutes of the Parish Council Meeting held in the Athenaeum, on Monday, 30th January, 2006 which started at 7.30.p.m.

 

Present: Councillors T Parker, A Shepherd, J Pearson-Snape, G Capstick District Councillor B Woof, County Councillor R Bingham, the Clerk and four members of the public.

 

323   Apologies for absence. – Cllrs. A Lucas , P Shaw and A Hulme.

 

324  The Draft Minutes of the meeting held on Monday 28th November, 2005, were signed as a true record.

 

325    Matters arising from the Minutes.

§         The Clerk informed the Councillors that the letter regarding the weed-infested land had been posted to Mr Cleeve of ELS, with a copy to Defra, as instructed on 3rd January.  Defra has responded by sending the requested replacement booklet, but there has been no acknowledgement received from ELS.

 

326 The ‘Gateway Project.’  Councillor Parker informed the Council that he had attended the open   day on the morning of 11th January, only to find that the morning session had been cancelled.   However,  Mr Roger Reed was there and Councillor Parker had quite a lengthy conversation.  He  was informed that the expectation of visitors had been revised to 500,000 per year.  This equates  to a probable 32 vehicles a minute at peak times. Car parking allocation and road infrastructure would need to be addressed and he showed a copy of the proposed road layout.  The meeting was adjourned to allow for discussion. 

 

327  The Parish Assembly for 27th March 2006

It was felt that the‘Gateway Project’ should again go on the Agenda for the Parish Assembly.

The Councillors wish to establish the feelings of the parishioners with regard to the on going maintenance of the Athenaeum.  Athenaeum Accounts show that it would be helpful to put up the precept by a substantial amount next year, to allow some money set aside to help with any major expense.  The Clerk is to request the attendance of Mr Robin Sisson, as Chairman of the Athenaeum committee, to give a report.

The Councillors also wish to ask the assembly whether the village should be entered into the ‘Cumbria in Bloom’ competition.

Reports will be requested from the Police, County Councillor Roger Bingham and District Councillor Brenda Woof.

 

328  Payment made: -

Singleton’s – Bark for playground, £227.50, cheque 100022.

Martin Tyson – remedial work in the playground, £70, 100023.

 

329  Planning Applications and correspondence received since the last meeting: -

  Permit for Curlew Cottage, High Haverflatts, Milnthorpe, to erect a rear conservatory.

 

330  Cumbria in Bloom” (www.cumbria–in-bloom.org.uk) Not this year, as entry needs to be made in February, but future participation will be considered at the Parish Assembly.

 

331  Correspondence received since the last meeting:

§         Dispensation from the Standards Committee received, for Cllr. Hulme, in respect of matters discussed by Heversham Parish Council, relating to the Athenauem and Leasgill Quarry.  This is valid until 30th August, 2008. – To file.

§         Cumbria Constabulary writes to encourage the Neighbourhood Watch Scheme, and invite contact. – Some parts of the village participate.  Cllr. Shepherd will speak to Julie Hancock about it.

§         Tim Farron MP requests the Councils help in the identification of land suitable for affordable housing. – There is not thought to be any.

§         SLDC inform the Council of their intention to send questionnaires to households during February to help address the housing needs. - The Clerk is to request a questionaire for the Council to complete.

§         SLDC writes to offer a copy of the Annual Monitoring Report regarding the SL Local Plan and suggests telephoning  Alistair McNeill on 01539 733333, ext. 7352.

§         CCC definitive Map and Statement – observations by 17th February. – Email to Cllr. Lucas.

§         The Cumbria Countryside Access Strategy - This is your opportunity to input your suggestions for actions to go in the Rights of Way Improvement Plan for Cumbria by 28/2.

§         Great North Air Ambulance informs us that there is now a service dedicated to Cumbria and asks for a donation. – No donation sent, Councillors believe this is a personal matter.

§         AmeyMouchel inform of their report regarding the need to widen nine lay-bys on the A590 and include a map. There is only funding for one to be improved. - No comments.

§         The Environment Agency offer consultation papers on British Energy Generation Limited’s nuclear power station authorisations. Does the Council wish to receive them?  – No comments

§         Citizens Advice enclose information leaflets on “coping with self care” and request a donation. –A personal choice.

§         Calc Circular, Minutes of the 126th meeting and survey of local council functions in Cumbria.

§         Cumbria Community Foundation – annual review.

§         Standards of Conduct in English Local Government: The Future -  brochure.

§         Clerk and Councils Direct magazine and yearbook 2006.

§         Local Works magazine – Summer 2005.

332  Items for information.

§         The pavement and gutters on the stretch of the A590 between Levens and Milnthorpe need clearing of leaves.

§         Children have been using the exit on the north side of Dallam School by the Art room, after dark.  As there is no street light in the vicinity, they are not easily spotted and this could cause a traffic accident.  It might be wise to write to the Headmaster on the subject.

§         Garish signs have been put up on Dallam School car park.  Cllr. Parker wondered whether planning permission was necessary but because they are only A3 size it was thought not.

§         Cllr. Bingham reported that budget and rates are under much discussion at the moment.  He has raised the problems at Grievegate Lane and the junction of Woodhouse yet again. Cllr. Parker thanked him for his influence in getting the other blockage clear.

§         Cllr Parker queried Cumbria County Council’s decision to not make Capita pay the near quarter of a million pounds penalty payment as a result of their failure to create additional jobs.   Cllr. Bingham said he would find out the reasons and details why.
