Heversham Parish Council
Minutes of the Parish Council Meeting held in the Athenaeum, on Monday, 24th January, 2005, which started at 7.30.p.m.
Present: Councillors T Parker, P Shaw, A Hulme, A Lucas, J Pearson Snape, A Shepherd, District Councillor B Woof the Clerk and two members of the public.
198 Apologies for absence were received from G Capstick and County Councillor R Bingham.
199 The Draft Minutes of the meeting held on Monday 29th November, 2004 were changed by replacing the word "proposed" to "possible" in the heading of Minute 188 and signed as a true record.
200 Matters arising from the Minutes.
201 The re-siting of the Parish Council Notice Board. The Chairman will approach Martin Tyson to see if he would be willing to remove the notice board from the Post Office as requested and do any remedial work necessary. It will then be re-sited on the wall of Chestnut Cottage, which is across the road, a little further towards Dallam School.
202 Plans for the Parish Assembly - 21st March 2005.
The Councillors were unable to think of an appropriate guest speaker for this year, so the final plans will be made at the next meeting, by when it is hoped they will have received some inspiration.
The Clerk is to contact the Police to ask if they can send a representative to speak.
The Chairman, District Councillor Woof and County Councillor Roger Bingham will all give an address.
Cllr. Parker will approach John Cushnie to see if he is willing to report on the progress with the playground.
Mr Robin Sisson will give a short report on The Athenaeum.
The Clerk will provide nibbles and the Councillors will provide drinks.
The Clerk will produce the flyers and Cllr. Parker will organize delivery.
203 The Council voted in favour of accepting the Tender submitted by M Tyson, for £850 to provide care of the village communal areas.
204 Authorisation was given to pay:
Colin Wilson (for repair of the Mowing machine) - £141 cheque No.100001.
205 Planning Applications and correspondence received since the last meeting, so far: -
Refusal of Planning Permission for siting of Polytunnel received, as it contravened the current planning regulations.
206 The placing of an electric fence on land behind Plum Tree Hall. This is proving to be an inconvenience for walkers as it is on a footpath. However, the Councillors felt that it may not be a public footpath and therefore it is not in their power to take any action. Cllr. Hulme will investigate the legislation.
207 Correspondence received since the last meeting:
A member of the public expressed concern over the land recently sold by Carter Jonas, feeling that it may be inappropriately used. It was thought that the only action the Council could do, was to comment if it became the subject of a Planning Application.
County Councillor R Bingham reports that he has had Flood Warning signs erected in two places on Princes Way and requested that all the Life-belts in the Bay be checked.
Barbara Robinson of the WI would like the Council to know that the new seat for which the Leasgill Quarry Trust Fund gave a grant is now in place and that the grant was much appreciated. There will be a plaque placed on the seat mentioning the benefactors.
Cllr. Shaw offered to investigate what would be involved in producing a Parish Plan.
The condition of the public footpath by the Old School, is reported to be currently very treacherous. Footpaths will be an Agenda item next meeting.
Cllr. Pearson-Snape will enquire whether Kendal in conjunction with surrounding villages could do anything to help the Tsunami victims.
Cllr. Parker has discovered that one of the floods on Princes Way is due to the high kerb stopping water from draining away.
There has been a lot of rubbish near the entrance to Dugg Hill, bottles and packets pushed into the hedges. It is thought, to be caused, by the children who congregate there from Dallam School and the Clerk has been asked to write to the Headteachers about it.
The playground inspection book has passed to Cllr. Shepherd.
209 The date of the next meeting is 28th February 2004.
