Minutes of the
Parish Council Meeting held in the Athenaeum, on Monday, 29th
November, 2004, which started at 7.30.p.m.

185 Apologies for absence from Councillor G Capstick.
186 The Minutes of the meeting held on Monday 25th October 2004 were approved and signed.
187 Matters arising from the Minutes.
The plaque has arrived in memory of Cllr. Messenger and the Council was pleased with the quality.
The Clerk has written and telephoned Mr PeterAllen about the blocked road drains and received a job number in response.
188 Regarding the possible closure of Heversham Post Office.
Helen Rimmer being faced with the prospect of having to close due to ill health, has now managed to find someone to take over on a temporary basis, until she is well. However, the Chairman felt it would be wise for the Council to consider what action should be taken if the village lost it’s present Post Office. It will be re-considered as an Agenda item in six months time.
189 The Precept request for 2005/06, has been set at £4676 plus the cost of lighting.
190 Payment requests authorised:
Clerks pay claim for £454.40, cheque 0561 (authorisation was given to present before 1stJanuary 2005, in order to give more time to change to the new bank accounts).
M Tyson £870, cheque 0562.
191 Planning Applications and correspondence received by 29/11/04:
SL/2004/1469 Siting of Polytunnel OS Field No. 5534, Leasgill. – No objections.
SL/2004/1448 Siting of Static Caravans, College Green, Heversham. – No objections.
Permit was refused for the 20metre Telecommunications Mast on Heversham Head.
192 The Equipment Report. The playground has been inspected by Cllr. Capstick this month and found to be in order, the duty has now past to Cllr. Hulme until the next meeting.
193 The Athenaeum Report. The current account holds £1901.08. Robin Sisson has become Chairman, Adele Shepherd, representing the Parish Council, has become the Vice Chairman and John Smith the Treasurer; a Secretary is still needed.
The Councillors agree that there is an unusual smell in the Athenaeum, which they believe might be from the drains.
The Chairman, Robin Sisson has been asked if they could reduce fuel costs, as they seem to have increased substantially this year.
Since the acquisition of a larger wheelie bin, the cost of removing waste materials has been invoiced to the Athenaeum. This is thought to be incorrect, as the Athenaeum is a registered charity. District Cllr. Woof will make enquiries.
194 Correspondence received:
§ A survey which asks: Have we an ancient Pound or Pinfold in the Parish? - It is though that we have not.
§ A request for observations regarding the CALC’s Statement of Policies 2004. Deadline now 7th February 2005. – The Chairman has taken it to study and anyone else prepared to read it should contact him.
§ An appeal for funds from the Citizens Advice bureau, South Lakeland.- Refused on the grounds it is the individuals choice to give.
§ Quality Parish and Town Scheme booklets to distribute.-Distributed. Councillor Shaw will speak to Paul Rogers, the Parish Development Officer, about the scheme.
§ Neighbourhood Forum Agenda for 7th December. – Noted.
§ SL Urban Potential Study Draft Scoping Report – comments by 10/12/04. The Clerk is to see if there is a copy of “ The Draft Supplementary Planning Guidance for Housing Provision, April 2004” in her records, to aid the assessment.
§ Receipt and thanks for the £25 donation to the Royal British Legion Poppy Appeal. – Noted.
§ Various information booklets and magazines.
195 Concerns raised regarding ‘The Cockpit’ and public footpaths by the old Grammar School.
Following contacts made by parishioners to both the Clerk and Cllr. Bingham, the status of the Cockpit has been investigated. As yet although it is a valued feature of the village, it has not been found to be listed as an Ancient Monument, however, investigations have not yet become exhausted. The purchasers of the land have been made aware of the importance of “The Cockpit” to the village and it is believed that they do not intend to do anything disruptive.
The public footpaths have been visited by Guy Timperley, of SLDC and nothing unlawful or unreasonable was detected from a Rights of Way aspect.
196 Items for information.
A style and two signposts are in need of attention. Cllr. Shaw will let the Clerk have co-ordinates and details of remedial work necessary. The Clerk will investigate who is responsible for repair and if necessary, enquire whether there are any grants available for the same.
197 The dates of the next Years Parish Council Meetings were set. The next meeting will be held on Monday 24th January 2005.
