Minutes of the September Parish Council Meeting held in the Athenaeum, on Monday, 4th October, 2004, which started  at 7.30.p.m.

 

Present: Councillors T Parker, P Shaw, G Capstick, A Shepherd, County Councillor R Bingham, District Councillor B Woof, the Clerk and Ailsa Hulme.

 

164  Apologies for absence were received from Councillor Jenny Pearson-Snape and in retrospect from Coucillor Andrew Lucas, who was unable to come to the last meeting.

 

165  The Minutes of the meeting held on Monday 23rd August, 2004 were signed as a true record.

 

166  Matters arising from the Minutes. The Clerk, having been to the HSBC Bank informed the Councillors that the forms provided had been replaced and required every ones signatures, the Coucillors obliged.

The Clerk has enquired about the cost and materials available for the plaque in memory of Ronnie Messenger and it was resolved to have a stainless steel one at a cost somewhere between £45 and £65, depending on size.  Councillor Shaw will go up to the site and decide which size would be best and then inform the Clerk, who will place the order.

 

167  Co-option of a new Councillor onto the Council.  The Council was introduced to Mrs Ailsa Hulme, who has expressed an interest in becoming a Councillor and after a brief informal interview, Mrs Hulme was invited to join.  She accepted and signed the Declaration of Acceptance and took away the Declaration of Interests form for completion within the required 28 day period.

Cllr. Shaw informed the committee that the interest next year is likely to be reduced by about

£400 due to changes within COIF.

 

 

 

 

 

 

168  The following payment was authorised:

 Clerks expenses and salary - £490.91.

 

169  The Projected Accounts to 31/03/05 show that there should be funds of £3,182.85 which includes an estimated total of £1,182.85 raised for playground equipment.

 

170  Planning Applications and Correspondence.

 SL/2004/1280 Installation of 15m High Telecommunications Mast & Associated Equipment, on land at Low Heversham Head. – The Council wishes to renew their objections on visual grounds and query the height.  The development is stated as being 15m on the letter accompanying the plans, whilst the plans themselves show it as being 20m high.

Permits were granted for: 4 Eversley House extension, Horn Cop extension, The Delves rear conservatory.

The previous application for a Telecommunications Mast on Low Heversham Head has been refused. 

 

171    The Athenaeum Financial report showed  healthy balances of £1,478.06 in the current account and £1546.78 in the savings account.  The Athenaeum Annual General Meeting is on 15/11/04.

 

 

172  Plans for Remembrance Day.  The Clerk is to order a wreath, which will be laid by three representatives of the Parish, at the War Memorial at 11 a.m. on 11the November.  The donation will be £25.

 

173  Correspondence.

§         Confirmation that the Standards Committee has granted the requests for dispensation.

§         Dallam School acknowledges our request for the hedge by the tennis courts to be trimmed. – It would appear it hasn’t yet been done.

§         Information from Neighbourhood Forum, regarding telecommunication Masts.

§         Defra informs of a consultation document, available on the internet, called Clean Neighbourhoods and invites comments.

§         ‘A shared Vision for the Future.’  The Community strategy for South Lakeland 2004-2024.
