Heversham Parish Council

Minutes of the Council Meeting held in the Athenaeum, on Monday, 23th February 2004, which started at 7.30.p.m.

Present: Councillors P Johnson, R Mesenger, A Shepherd, G Chadwick, G Handley, A Lucas, District Councillor B Woof, County Councillor R Bingham, the Clerk and one member of the public.

097 Apologies for absence were received from Councillor T Parker.

098 Minute No. 092, of the meeting held on Monday 26th January 2004, was corrected by changing policeman Sean Murphy’s rank from Constable to Sergeant.

099 Matters arising from the Minutes.

Road/Footpath Matters

The Clerk confirmed that she had reported the need for maintenance to be done on the road behind the Athenaeum, Vicarage Lane, the footpath alongside Levens Hall, and the leaves on the road round St Peters Church. She has received confirmation that all requests had been forwarded to the relevant people.

The Clerk has written to Capita to request a change of speed limit for the Leasgill/Heversham/Woodhouse areas from 30m.p.h to 20m.p.h. and for a solar powered warning sign to be installed by the primary school. As yet she has not received a reply.

Correspondence on this subject has been received from a parishioner together with literature on warning signs. The Clerk has also received literature from Sepco plc and O’Conner’s. The Councillors have decided to wait until they have had a response from Capita.

Parish Assembly, 29th March

Mr Richard Greenwood had replied to say that he can attend and wishes to broaden his speech to cover more than just Gateway. The Clerk is to inform him that he will have approximately half an hour for his talk.

Mr. Ali Duffy from the police has asked what traffic issues we would like to be addressed. We do not yet know who will be attending.

A request for a playground report to be added to the agenda for the above, hopefully from Cllr, T Parker.

100 The Equipment Report. A handrail needs tightening in the playground. Cllr Handley will attend to it in a few days.

101 The Athenaeum Financial Report. Cllr Shepherd stated that the Athenaeum has two accounts with Barclays Bank: one containing £3714.31 and the other £1463.74.

102 The Playground Financial Report. The Clerk showed that there was £2271.39 held in the Parish Councils National Savings Account for the Playground. It is thought that the next phase will cost about £8,000.

103 A Payment was authorised for Athenaeum rental for the year of £103, Cheque 0545.

104 Planning Applications

Branthouse, Woodhouse, Milnthorpe Ref. SL/2004/0105/JCH. Detached double garage, extensions, and change of use of agricultural Land to domestic garden. – No objections.

Yew Tree Cottage, Leasgill, Milnthorpe. Ref. SL/2004/0144/JCH. Extension to rear with terrace above. – No objections from the Councillors.

Horncrop, Heversham, Milnthorpe. Ref. SL/2004/0119JCH. Change of use from offices to use as single dwelling. - No objections.

105 Correspondence

  1. Letter from Mrs. Zoe Davison re the Solar Powered Road signs she mentioned at the last Parish Council Meeting – Includes literature. (Matters arising)
  2. Sepco plc solar illuminated road sign information. (Matters arising)
  3. O’Connor Active Road Signs for School Zones. (Matters arising)
  4. Letter from a parishioner asking if we can arrange for leaves and branches to be cleared from Heversham Gardens boundary. - Clerk to write to resident.
  5. Letter from a parishioner asking the Council to use their influence to get the drainage problems on the A6 dealt with. - Cllr. R Bingham has already reported this matter.
  6. Code of Conduct - Register of Interests. Letter, informing that Freemasons are obliged to register their membership of the Grand Charity, and to declare interests where appropriate. In addition, membership of political party councillor associations, need to be registered. - Councillors checked that their records were up to date.
  7. Appeal from air ambulance.- No contribution will be made, as it is thought to be the parishioners personal choice, whether or not to donate.
  8. SLDC Concessionary Travel Scheme 2004/2005. – Noted.
  9. Royal Garden Party invitation to Chairman to enter a draw to attend Buckingham Palace. – Cllr. Johnson felt it not appropriate to be entered in the draw.
  10. SLDC Playground Inspection Report – shows handrail needs tightening/G Handley to attend to it soon.
  11. Community Consultation, Cumbria County Council – two meetings: -

    The Local Strategic Partnership Community Strategy for South Lakeland – 26/2/04 at 1.30 p.m Coronation Hall, Ulverston.

    The County Councils Community Contact for South Lakeland - 5th March at 1.30p.m., County Offices, Kendal.

    Cllr. Johnson has read the literature supplied on the subject and felt its content weak, composed mainly of statements of the obvious. No-one felt they wished to attend.

  13. A copy of CALC’s response to the Boundary Committee, regarding the various proposals. – Noted.

106 Items for information.

The squeeze stones by the Old Grammar School have been attended to and are much better.

There are once again stones on the road by Woodhouse Farm, it is thought to be due to the recent heavy rains.

Cllr Messenger is to communicate with Cllr Parker about producing and delivering flyers to inform parishioners about the forthcoming Parish Assembly on the evening of 29th March 04.
