Minutes of
Meeting of
1. Present. E P Johnson, R A Parker, R Messenger, A Shepherd, G Handley, A Rimmer,
Councillor Bingham, Councillor Woof, the Clerk and six members of the public.
2. Apologies for Absence. None.
3. Signing of Minutes of Meeting of
4. Matters Arising from the Minutes.
(i) The Chairman will report on his visit to
(ii) G Handley reported that the kissing gate on the Head could be repaired easily. Dallam Estates
will inspect the
ladder stile on their land.
5. Playground.
(i) A clean inspection report has been received and the playground is now open.
(ii) The new gates are finished and will be hung shortly.
(iii) The date for the “official” opening has not been decided yet.
6. Finance.
(a) Payments Approved:
Athenaeum - (VAT refund for water heater) - £ 47.25
P Shaw - (Clerk’s Honorarium)) £ 1,000.00
The Athenaeum (rent) £ 71.50
R W Stirzaker (hedge cutting) £ 44.06
A VAT refund totalling £2,407.07 has been received, and includes VAT on the playground
equipment.
(b) Financial Regulations: The draft based on the CIPFA Accounting Guidance Notes was approved
without alteration.
Action : Clerk to produce
final copy.
(c) Separation of Playground Funds: It was agreed that the Clerk should now arrange for the balance
of the funds available to the Playground Working Group to be transferred to a separate account.
Action : Clerk to arrange
for balance to be moved to National Savings Account.
7. Appointment of New Parish Clerk.
Council agreed that Mrs Denise Challenor should be appointed with effect from 1st April 2003. Mrs
Challenor will attend a training course for new Clerks on 8th May 2003.
Action : Clerk to book
place on course.
8. Planning.
(a) New Applications.
(i) Dallam Barn, High Haverflatts - application to install additional
Velux window supported.
(b) Applications considered previously.
(i) Hillside, Woodhouse Lane - An appeal has been lodged against refusal
of permission to build a new dwelling.
Council agreed to support the appeal make a case for the sustainability of this
application. No reply has been received as yet to the letter written after the
January meeting.
Action : Clerk
to draft letter to inspector.
9. Preparation
for Parish Meeting.
(i)
The contents of the flyer advertising the meeting was agreed.
(ii) The coordinator for “Community
First Responders” will be able to attend the meeting.
(iii) Action : Councillors will provide wine, Clerk will obtain soft drinks
and nibbles.

10. Correspondence
(a) SLDC: South Lakeland Gateway Feasibility Study
- Invitation to attend a discussion.
A group of Councillors will
attend the discussion on 5th March. Several
members of
the public expressed concern about the effect of the large site
proposed
and the extra traffic generated
Concessionary
Fares Scheme 2003/04 - noted.
(b) Cumbria CC: “Have your say” on County Council
Services Delivered Locally - noted.
(A poster has
subsequently been posted on the notice board.)
Definitive
Map and Statement of Footpaths - noted. A new map will update
the 1976
version. (531002 diverted in 1985, 531006 extinguished in
1977)
Neighbourhood
Forum Meeting at Heron Theatre on 6th March - noted.
(c) CALC: February newsletter - noted. Contains
information about “Quality Parishes” and
Allowances
for Parish Councillors.
(d) DEFRA: Statement
about proposed amendment to new Licensing Law
- noted.
11. Any Other Business.
(a) Resurfacing of A6 footpath. Council agreed to write to Cumbria County Council asking that the
remainder of the path is resurfaced as soon as possible. Concern was also expressed about the
general state of roads in the village.
Action : Clerk to write to Cumbria County Council.
(b) A parishioner has complained that vehicles and motor cycles are being driven on Greivegate
Lane. Council noted that the lane is marked on the Ordnance Survey map as a “Byway open
to all traffic”.
(c) Councillors expressed concern at the rises in Council Tax for 2003/2004. Figures were provided
giving an indication of the rises since 1993/94 for the Parish Precept and total Council Tax.
Information was requested from County and District Councillors about the changes in
number of employees and the cost of employing them over the same period.
