Minutes
of Meeting of Monday, 27th January 2003 -7.30 pm in the Athenaeum.
1. Present. E

2. Apologies
for Absence. G Capstick, Councillor Bingham.
3. Signing
of Minutes of Meeting of 25th November 2002. Agreed and signed as a true copy.
4. Matters
Arising from the Minutes.
(i) The Chairman has seen the deeds of
one house which might have been built on Parish Land, but
there is no mention of the ground
belonging to the Parish at any time. Council agreed that no
further action was necessary.
(ii) The Chairman has still not been able
to visit Dallam School.
(iii) Council agreed that a wreath should
be provided for the war memorial for the next armistice
day. Action
: The Clerk to leave a reminder for his successor.
5. Playground.
(i) Playdale have made changes to the
playground and provided more bark. The inspector’s
remaining comments will be addressed by
the working group itself.
(ii) The new gates are being constructed.
(iii) Approximately 90% of the Playdale
bill was paid during January. Council agreed that the
remainder should be paid now.
(iv) Council thanked all the members of
the working group who had taken part.
6. Finance.
(a)

7. Recruitment
of New Parish Clerk.
Unfortunately, both candidates for the
post withdrew before interview. Council agreed that a further
notice should be put on the notice board,
and that suitable candidates in the village should be
encouraged to apply.
Action
: Clerk to produce a new notice.
8. Planning.
(a)
New Applications. None
(b)
Applications considered previously.
(i) Hillside, Woodhouse Lane - SLDC has
refused permission to build a new dwelling.
There
was detailed discussion on the consequences of this refusal on other planning
applications from the parish.
Action : Clerk to establish
the criteria used for measuring sustainability and check the accuracy of the information about
Heversham being used by the Department of Amenities and Development.
9. Maintenance
of Quarry Wood.
It was
agreed that sufficient thinning of the wood had been carried out for this
winter. Some
more felling of sycamores might be
desirable in winter 2003/04.
10. Preparation
for Parish Meeting.
(i) It was
agreed that the meeting should take place on 31st March 2003. R
Parker will
produce a flyer which hopefully can be
delivered with the Parish Magazine.
(ii) It was agreed that the coordinator
for “Community First Responders” should be asked to
give a presentation as part of the
meeting.

11. Correspondence
(a) SLDC: Removal
of BT telephone boxes - noted, none in Heversham affected.
Register of Electors - new list
available, but with a warning that the Representation of the People Regulations
2001 restrict its use.
Grounds Maintenance -
Council had no comment on the service being provided.
(b) Cumbria CC: Consultation on Roads Funding deficit - Chairman to write
response and
invite other
Councillors to sign.
Leaflet “Winter
Driving in Cumbria” - noted.

12. Any
Other Business.
(a) Councillors Woof informed Council
that the pilot collection of recyclable refuse was going well.
In the absence of a DEFRA grant it is
hoped that the next stage will be the issue of two smaller bins
throughout the District - one for trash
and the other for compostible material. Each would be
emptied fortnightly. Recycling would come
later, depending on budget restraints.
(b) A van was being parked in a dangerous
position in the village. A Councillor agreed to speak to
the owner.
(c) The windows of two cars had been
broken.
(d) A kissing gate on Heversham Head and
a ladder stile near Low Haverflatts need attention.
Action
: Clerk to approach Dallam Estates about the ladder stile, G Handley to look at
kissing
gate.
