Minutes
of Meeting of Monday, 30th September 2002 -7.30 pm in the Athenaeum.
1. Present. E
P Johnson, R A Parker, G Capstick, R Messenger, A Rimmer, Councillor Bingham,
Councillor Woof, the
Clerk and one member of the public.
2. Apologies
for Absence. A Shepherd, G Handley.
3. Signing
of Minutes of Meeting of 19th August 2002. Agreed and signed as a true copy.
4. Matters
Arising from the Minutes.
(i) A small number of mugs are still
available at the Post Office. So far donations total £157.00.
5. Playground.
(i)
The first inspection of the playground has been carried out, and a copy of the
report sent to
Playdale. It was agreed that the bill
should not be paid in the meantime.
Action:
Council agreed that R Parker and the Clerk should progress this
matter and report
back
to the October Meeting.
(ii)
The gates are being made and will be finished in time for the official opening.
It is
intended to retain the existing
gateposts, but to build new stonework to carry the plaques.
6. Leasgill
Quarry.
(a) Approval of Grants for 2002 : It was
agreed to accept the sub-committee’s recommendation to
award the following grants for 2002 :-

Action
: Clerk to inform applicants of outcome.
* In arriving at this amount the
sub-committee took noted that Milnthorpe Parish Council would no
longer be using the grant of £2,000
awarded in 1999, for CCTV cameras in Milnthorpe Square.
(b) Annual Review of Investments : It was
agreed after discussion that no change should be made.
7. Finance.

second instalment of the 2002/03 precept has been received.
(b)
Audit of 2001/02 Accounts.
Work
is progressing. No mention is required under the new regulations of the
Leasgill Quarry or
Athenaeum Accounts.
8. Planning.
(a)
New Applications.
(i) Spout House, Prince’s Way - application
to build conservatory supported.
(b)
Applications considered previously.
(i) Heversham with
Milnthorpe Tennis Club - the application to erect floodlights has
been permitted by SLDC, with conditions
on use of floodlights and extra screening.
(ii) Bank House, Prince’s Way -
variation of planning condition restricting
occupancy of site has been permitted by
SLDC.

(a) CALC: September Newsletter - noted.
(b) SLDC: Draft Strategic Plan 2003-2006 -

of Information Act 2000 - Parish and Town Councils. Guidance is
expected from CALC as
part of the October Newsletter.

10. Any
Other Business.
(a) The Chairman thanked Councillor
Bingham and Councillor Woof for attending regularly and
for the guidance that they were able to
give council.
(b) The tree, and plaque, commemorating the
75th Anniversary of the opening of Prince’s Way has
been moved to a more suitable position.
(c) It was explained that the cost of
keeping SLDC toilets open would include substantial sums to
bring them up to current standards - eg
to provide baby changing facilities in the “gents”.
