Minutes
of Annual Meeting of Monday, 27th May 2002 -7.30 pm in the Old School.
1. Present. E
P Johnson, R A Parker, G Handley, G Capstick, A Shepherd, R Messenger,
A Rimmer, Councillor Bingham, Councillor
Woof, the Clerk and 16 members of the public.
2. Apologies
for Absence. None
3. Signing
of Minutes of Meeting of 29th April
2002. Agreed and signed as a
true copy.
4. Matters
Arising from the Minutes.
(i) The Chairman has now received the
Clerk’s written resignation, and the job will be advertised
later in the year.
5. Election of Chairman and Vice-Chairman.
Chairman : E P Johnson was nominated by G
Capstick and seconded by R Messenger.
Vice-Chairman : R A Parker was nominated
by R Messenger and seconded by G Capstick.
Both were elected unanimously.
6. Playground.
Playdale expect to be able to install the
new playground in the week beginning 15th July 2002.
A layout for a new plaque has been
obtained.
7. Finance.
(a)

The
insurance premium does not include cover for playground equipment, and the
final cheque is to
replace one for Golden Jubilee fireworks
which was mistakenly made out to the Parish Council.
(b) Accounts for the year ending 31st
March 2002:
A final copy of the accounts is attached.
Council will be asked to approve them following audit by
Mr E Schofield who as agreed to act as
Internal Auditor for Council. The Chairman and Clerk will
now attend a seminar on the Lighter Touch
Audit on 12th June 2002 in Flookburgh village hall.
8. The
Queen’s Golden Jubilee.
250 mugs have been ordered but
unfortunately will not be delivered in time for the Golden Jubilee.
9. Planning.
(a)
New Applications.
(i) Priory Buildings, Mabbin Hall Lane - reapplication with improved
access supported.
(ii) Heversham with Milnthorpe Tennis Club - seeking permission to erect
floodlights.
The meeting was adjourned to enable members
of the public to express their views on this
application. The main points were :-
The appropriateness of the lights for a
village, and the visibility of the fifteen poles,
the amount of light spillage, and the proximity of the lights to houses,
the effect on traffic volumes,
the desirability of extending the hours during which tennis could
be played and of
encouraging juniors.
At the conclusion of the statements,
Council agreed that it could not support the application
in its present form, but that it would be
prepared to support a revised application based on
poles which are less obtrusive and with a
guarantee that the lights will switch off at 10pm.
(b)
Applications considered previously.
(i) Heversham Hall - application to replace
existing livestock cubicle granted.
(ii) Heversham Primary School - application
to extend classroom granted.

11. Any
Other Business.
(a) A booklet entitled “How do I register
and declare interests, and register gifts and hospitality” was
distributed to Councillors. Attention was
drawn to the section on prejudicial interests. A video on
the Code of Conduct has also been received
and is being circulated.
(b) The tree warden (G Handley) reported
that he had been to an interesting talk organised by
Cumbria Broadleaves. Warning was given
against planting new trees in summer - see item 8.
(c) The Chairman reported that he had
asked the National Trust about a obtaining native bulbs and
seeds for Quarry Wood.
(d)
It was reported that the street lamp on the church tower is still working.
(e)
A motion to protest about increases in remuneration for District and County Councillors
did
not receive any support
