Heversham Parish Council

Minutes of Meeting of Monday, 29th October 2001 -7.30 pm in the Athenaeum.

 

1.             Present.           P Johnson, R Parker, G Handley, G Capstick, A Shepherd, A Rimmer, R Messenger,

Councillor Bingham, Councillor Woof, the Clerk and one member of the public.

2.            Apologies for Absence. None.

3.         Signing of Minutes of Meeting of 17th September 2001.  Agreed and signed as a true copy.

4.         Matters Arising from the Minutes.

(a) Highways : Tree pruning has been carried out on Prince’s Way, and the corroded 30mph sign in

the village reported.

(b) Footpaths : All footpaths in the Parish to the west of the railway line reopened on 13th October.

(c) Removal of Recycling Site at Dallam School : The School are waiting for SLDC to remove the

containers. Action : Chairman to make fresh contact with Dallam School.

(d) Council Tax on Second Homes : The Chairman had received a letter from Tim Collins MP

setting out the current situation with regard to changes.

5.         Leasgill Quarry Fund.

(a) Approval of Grants for 2001 : It was agreed to accept the sub-committee’s recommendation to

award the following grants for 2001 :-

Action : Clerk to inform applicants of outcome.

(b) Annual Review of Investments : It was agreed that no change should be made.

6.            Playground.

(a) It was agreed that the existing equipment will be removed by a SLDC subcontractor on 30th

October at a cost of £430.00 plus VAT. A Councillor believes that the hedge on the north side could

be laid free of charge. If this could be arranged, Council agreed to give the £150.00 budgeted for

the purpose to the playground fund as a grant.

(b) Working Group Progress: At a meeting between representatives of the Working Group and

Councillors the following timetable was agreed.

            December 2001 - end of fund raising for this phase. Approximately £10,000 available.

 

            January 2002    -  Group show their plans to spend money raised so far to Parish Council at

January Parish Council meeting.

March 2002      -  Group publicise plans at Parish Meeting, and volunteers are sought for a

new group to develop further. Consideration given at this time to the best way to set

up the new group.

June 2002         - Re-opening of playground to coincide with the Queen’s Golden Jubilee.

Action : Clerk to inform Dallam School formally that playground is being refurbished.

7.             Finance.

            (a) Payments:      Heversham PCC (Churchyard maintenance)             £250.00.

The second instalment of 2001/02 precept has been received.                                       

(b) Draft Budget for 2002/03 : A budget was considered based on an increased precept of £4,500.

The extra £1,000 was to cover the cost of Queen’s Golden Jubilee celebrations. SLDC are also

asking for increased lighting cost of £880.

Action : Clerk to check reason for lighting costs.

8.         The Queen’s Golden Jubilee.

Council voted narrowly in favour of giving mugs rather than medals to mark the Jubilee.

Action: Clerk to find sources of mugs and costs, also to find out if any other Parish

organisations are planning celebrations.

9.             Planning.

(a) New Applications.

       (i) The Farmhouse, Lower Haverflatts - revised application for conservatory supported.

(ii) Holly Bank, Leasgill - application to replace and extend balcony supported.

(iii) College Green - application for four extra seasonal caravans supported.

(b) Applications considered previously.  

(i) Bryn Avon - application to alter and extend granted.   

(ii) Plumtree Bank - application for horse shelter granted.

(iii) The Stables, High Haverflatts - application to build a conservatory granted.

(iv) Lyngarth - application for double garage, extension and alterations granted.

10.             Bus Shelter opposite Dallam School.

            After hearing of problems with bus shelters in other Parishes, Council agreed to withdraw

its application for a shelter opposite Dallam School.

Action : Clerk to inform Cumbria County Council and Dallam School.

11            Correspondence

(a) CALC            October Newsletter             Contains Annual General Report and notes a possibility that the

circumstances in which Councillors will be able to claim expenses may be widened. 

(b) SLDC            Fundamental Review of Services - Public Conveniences.    Noted.

(c) Copy of Further letter from Mr Cushnie to Cumbria County Council about Haverflatts and

Kirkgate Lanes - noted.              

(d) Letter from Mr M Sisson about the refurbishment of St Mary’s Well. The final cost will be £495

of which £300 is available from the Leasgill Quarry Fund. Council agreed to cover the other £195.

Action : Chairman to coordinate agreement of the wording for the plaque.

12.       Any Other Business.

(a) No developments had been reported regarding fires at the business units on Prince’s Way.

(b) A verbal comment had been made regarding parking at Crow Wood. No action to be taken.

(c) The hedges to the west of the Low Road have still not been cut. A resident agreed to write to

Cumbria County Council pointing out the damage that the roots may cause to the road.

Action : Clerk to write to a representative of the owners and to Cumbria County Council.  

(d) A seat outside the playground is damaged. Action : Clerk to arrange repair.

15.       Next Meeting.      26th November 2001. No meeting in December.
