Minutes
of Meeting of Monday, 25th June 2001 - 7.30 pm at the Athenaeum
The Chairman opened the meeting by
welcoming Councillor R K Bingham to the meeting following his election as
County Councillor on 7th June 2001.
1. Present.

2. Apologies
for Absence. Councillor B Woof.
3. Signing
of Minutes of Meeting of 21st May 2001.
Agreed and signed as a true copy.
4. Matters
Arising from the Minutes.
(a) Repairs to Seats: No progress to
report.
(b) Responsibility for West wall of
Quarry Wood: An opinion has been received, from the Head of
Legal Services at Cumbria County Council,
that the surrounding landowners have responsibility for
all four walls.
(c) Speed Limits around Haverflatts: It
was reported that traffic is being routed through Haverflatts
by computerised route planning systems.
Councillor Bingham confirmed that Milnthorpe County
Council has also requested a speed limit,
and that the relevant people at Cumbria County Council are
handling the request.
(d) Refurbishment of St Mary’s Well: No
progress to report.
5. Playground.
(a) Maintenance of Existing Equipment:
The broken cradle seat has been removed and the meeting
agreed to the purchase of a replacement
from Playdale. The somersault bar and the frog spring rider
have not been removed. No report was
available on weather proofing the seats.
Action
: Working Party to arrange replacement
of cradle seat.
Clerk to arrange for routine risk assessment to be carried
out by SLDC.
(b) The mowing machine has been repaired.
(c) Working Party Progress: Tickets for
the wine tasting are selling well. A walk round Levens Hall
Gardens has been arranged for 9th
August, and a talk by Chris Crowder for 9th October. A car boot
Sale is planned for September, and a
further event possible involving 3-D photography at a date to be
arranged.
6. Finance.
(a)
Payments: None this month.
(b) Audit for 2000/01: The Statutory
Notice is on the notice board. The accounts will be delivered to
the auditor on 16th July 2001
and collected on 20th August.
7. Planning.
(a) New Applications: None
(b) Applications Considered Previously:
No progress to report.
8. Correspondence
(a) CALC June
Newsletter: Points out that
there is Countryside Agency money available
for formation of Parish Plans. The CALC
“Parish Democracy Programme” is also starting, with a
survey to establish the current
situation.
Actions: Clerk to obtain preliminary information
about Parish Plans.
Chairman and Clerk to
complete questionnaire.
(b) SLDC Alteration
to Local Plan: Noted - no effect on Heversham.
(c) Cumbria CCC Access to Fells: Map and leaflet noted. Meetings are taking
place about the
opening of lower level footpaths.
Mobile Libraries: New service to be
introduced when Foot & Mouth outbreak over.
Highways Maintenance: Work is restarting.
“Getting Around Cumbria and the Lake
District”: Noted - copy in Athenaeum.
(d) Car Share South Lakeland: Noted - copies of leaflet in
Athenaeum.

9. Any
Other Business.
(a) Councillor Bingham confirmed that
there is no further news concerning changes in the
Council Tax legislation on second homes.
(b) Councillor Bingham was also asked
about future levels of Council Tax under the new County
administration. He replied that the new
administration would like to improve on the immediate past
but there were a number of uncertainties
e.g. The Central Government help available to pay for the
consequences of the Foot and Mouth
outbreak. There was also comment from a Parish Councillor
about the level of SLDC parking charges.
(c) Long grass on Moss Lane has been
reported to Cumbria CC.
(d) R Messenger agreed to carry out the
next quarterly property report.
