Minutes of Meeting of Monday, 21st May 2001 - 7.30 pm at the Athenaeum

 

1.             Present.           P Johnson, R Parker, G Handley, G Capstick, A Shepherd, A Rimmer,

Councillor Woof, the Clerk and five members of the public.

2.            Apologies for Absence. R Messenger.

3.         Election of Chairman and Vice-chairman.

            Chairman : Mr E P Johnson was proposed by Mr R Parker and seconded by Mr G Capstick.

            Vice-chairman : Mr P Parker was proposed by Mr G Capstick and seconded by Mrs A Shepherd.

                        There were no other nominations for either post.

4.         Signing of Minutes of Meeting of 23rd April 2001.  Agreed and signed as a true copy.

5.         Matters Arising from the Minutes.

(a) Repairs to Seats: No progress to report.

Action : Clerk still to arrange for repair of the “Parkinson” seat.

(b)  Double Yellow Lines at the foot of Woodhouse Lane: Clerk has suggested that parishioner

experiencing difficulty acquires cones from Millness Depot and that the situation is monitored.

Action : Clerk to request Cumbria County Council to repaint existing lines.

(c) Speed Limits around Haverflatts: Three further letters had been received from residents of

Haverflatts. The meeting was closed temporarily so that the letters could be discussed with the

correspondents present. Subsequently it was agreed that Cumbria County Council should be asked to

introduce a speed limit in the Haverflatts area in view of the increased traffic using the road. It

appears that Milnthorpe Parish Council have already agreed to support the request.

Action : Clerk to write to Cumbria County Council.

(d) Missing Warning Sign at Halforth: The Clerk has reported the matter to SLDC.

(e) Responsibility for West Wall of Quarry Wood: No reply yet from Cumbria County Council about

ownership of the wall on the SW side. G Handley informed Council that he intends to use some of

the stone from the north wall (which he owns and is in a very poor state of repair) to rebuild the wall

round the coppice higher up the head.

6.            Progress Report on Playground.

            (a) A bring and buy sale has been arranged for Saturday 26th May, and a wine tasting for 13th July. In

September there will be a walk round Levens Hall gardens and a talk by Chris Crowder. Some plants

will also be made available by Levens Hall.

(b) The lock on the larger gate has disappeared. Action : G Handley to investigate.

(c) Action : Clerk to provide answer to query raised by the Frieda Scott Trust about Parish

Council funding of the project.

7.            Refurbishment of St Mary’s Well.

            Mr M Sisson informed the meeting that he had acquired a trough and showed Council a sketch of the

finished project. Council asked Mr Sisson to obtain a quotation for the installation work. (The

Leasgill Quarry Trustees have already agreed to provide £300.00 towards the cost.)

8.             Finance.

            (a) Payments.

The following were authorised for payment:

                        The Athenaeum                               £458.36 VAT refund.

                        St Peter’s Heversham PCC                £250.00 for upkeep of the churchyard.

                        SLDC                                                  £  46.00 for Election expenses.

                        Cornhill Insurance                                  £223.88 for 2001/02 insurance - see item (b).

            The first instalment of precept (£1,792.00) has arrived, and it was agreed to transfer £1,000 to the

National Savings Investment Account.

 (b) Insurance. A revised schedule has been received omitting the roundabout, one of the litter bins

and reducing the number of seats insured from eight to seven. The renewal premium is reduced from

the original £243.94 to £223.88.

9.             Quarterly Property Report.

            R Parker tabled a report on all of the property he had been able to visit. It was agreed to remove the

northern most bar and post from the somersault bars, the northern most toddler swing and the frog

spring rider. Some seats in the playground might also benefit from weather proofing.

Action : R Parker and G Handley to initiate work. 

10.            Planning.

            Hill Crest, Mabbin Hall Lane - permission sought to erect four dwellings with garages.

            Action : Clerk to suggest that SLDC Committee carry out a site visit to check that they are

happy with the access provision.

11             Correspondence

(a) CALC  May Newsletter:             Noted.

            (b) SLDC            Electoral Role at April 2001: New version issued on disk.

County Council Elections: Notice of elections on 7th June on notice board.

                        Best Value Plan 2001/02            Noted

(c) Cumbria CC            Notice of closure part of Marsh Road from 25th June 2001 for seven weeks.

                                    “Connecting Cumbria”             Noted.

(d) County Constabulary            “Your Police The Facts 1997-2001”   Noted.

(e) CVA            Intimating that Green Transport Week is 9th to 17th June 2001.

12.       Any Other Business.

(a) All Councillors are invited to the opening of the bowling green on 28th May at 3pm.

            (b) Councillors agreed that the Athenaeum Management Committee could close its National Savings

Investment Account and open a new one which is more convenient to handle. If a third signatory is

added it is suggested that it should be one of the Councillors on the said Committee.      

(c) The road surface on the old railway bridge at the south end of the village is deteriorating further.

Action : Clerk to report to Cumbria CC.
