Heversham Parish Council
Minutes of Meeting of Monday, 20th October 2000 - 7.30 pm at the Athenaeum
1. Present. P Johnson, R Parker, R Messenger, G Handley, G Capstick, A Shepherd,
Councillor Bland, the Clerk and two members of the public.
2. Apologies for Absence. Councillor Woof.
3. Signing of Minutes of Meeting of 25th September 2000. Agreed and signed as a true copy.
4. Matters Arising from the Minutes.
(a) The letter to Cumbria County Council regarding finance for the kissing gate at Fluster Gap and
walking leaflets have been lost. Action : clerk to send fresh copies.
(b) Cumbria County Council has been asked if trees obstructing the footpath on Prince’s Way can
be pruned.
5. Progress Report on Playground.
(a) The roundabout has been removed but the weather I has prevented returfing
(b) Councillor Shepherd has joined the Working Party. A number of suggestions regarding
equipment and facilities have been received by the Working Party which is also working with the
primary school. So far funding if £5,400 has been promised.
(c) A buddleia is leaning on the fence. Action : Clerk to ask Martin Tyson to prune.
6. Draft Standing Orders.
A small number of changes to the initial draft were agreed. It was also agreed to add paragraphs
providing for inspection of Council property and for administration of the two Trusts for which
Council is sole Trustee. Action : Clerk to cir culate r evised drafts before next meeting.
7. Finance.
(a) Payments Authorised : None in October.
(b) Draft Budget for 2001/2002 :
A budget based on an unchanged precept of £3,500 was discussed. A copy is attached to these
minutes. It was agreed that the grant of £500.00 to the Parochial Church Council for upkeep of the
churchyard should be continued for 2001/2002. The budget also contains £150.00 to lay the hedge
on the north side of the playground.
Action : Clerk to confirm churchyard grant to the Parochial Church Council.
The precept forms show an estimated District Council expenditure of £2172.00 (cf £1210.00 in
2000/20001) on footway lighting. £1,400.00 of this figure will be spent on replacement.
Action : Clerk to request that the lighting replacement figure does not appear under
"Parish Expenses" in SLDC’s "Explanatory Notes".
8. Planning.
(a) New Applications :
(i) Orange - application to install additional antennae on Heversham Head supported.
(ii) Dallam School - seeking Council’s view on plans to resurface the school’s car park,
install lighting and change planting in the area of the car park. Council agreed that it
supported improvement of the area but asked that several points be borne in mind. If the
bottle bank is moved it should remain on the east side of the A6. Any lighting should be
unobtrusive and not change the nature of the area. Some of the improvements being
suggested would be eligible for a Leasgill Quarry grant.
Action : Clerk to write to Headmaster of Dallam School.
(b) Applications Considered Previously :
(i) Barn Flats - application granted to convert outbuildings to dwelling and alter access.
(ii) Low Lane, Leasgill - Tree Preservation Order on a beech, a sycamore and three
hawthorns confirmed.
9. Correspondence
(a) Cumbria CC : County Council’s Strategy 2001/02 and beyond -Rural
Bus Grant Services
Chairman to read both and comment if necessary.

(b) CALC : Notice of Annual General Meeting on 11th November - noted.
Circular - October 2000 - contains early details of effect of Local Government
Act 2000 which would introduce a code of conduct for Parish Councillors.
Action : Cler k to give Council’s views to CALC Chief Officer .
Circular also holds out some hope that the cost of audit will be reduced, and
offers guidance if parishes are requested to carry out a Parish Poll.
(c) Cumbria in Bloom : Notice of seminar and Annual General Meeting on 23rd November - noted.
10. Any Other Business.
(a) Some tree pruning and felling has been carried out by NORWEB in Woodhouse..
(b) "heversham.org" web site : One of the authors explained that they would like to include names,
addresses and telephone numbers of Parish Councillors and perhaps other Parish Council
information (eg minutes).
(c) A letter from a parishioner requested that Cumbria County Council be asked to sweep the lane to
Tristrams and clear out the gully.
Action : Clerk to speak to Cumbria County Council.
(d) It was noted that there had been two robberies recently.
(e) The road surface in Leasgill is rutted where some work has taken place recently.
Action : Clerk to check whether surface is temporary.
(f) Some people have received duplicates of the Cumbria County Council "Options for Change"
document. Action : Clerk to write to Cumbria County Council about extra expense.
(g) The trees around the edge of Quarry Wood have still not been pruned.
Action : Chairman to remind Marcus Knipe.
(h) Trees on Railway Line : It was noted that some of the trees on the railway line are getting very
large. Action : Clerk to ask Headmaster of Dallam School if there are any management plans.
