Minutes of Meeting of Monday, 25th September 2000 - 7.30 pm at the Athenaeum

 

1. Present. P Johnson, R Parker, A Rimmer, R Messenger, G Handley, G Capstick, A Shepherd,

Councillor Bland, Councillor Woof and the Clerk.

2. Apologies for Absence. None.

3. Signing of Minutes of Meeting of 21st August 2000. Agreed and signed as a true copy.

4. Matters Arising from the Minutes.

(a) A reply is still awaited from Cumbria County Council regarding finance for the kissing gate at

Fluster Gap and the walking leaflets.

5. Report by the Playground Working Party.

(a) District Audit has confirmed that a single year of income or expenditure over £5,000 would not

require a change from receipts and payments accounting. It was agreed that Council’s bank accounts

could be used.

(b) A quotation of £350 plus VAT, for removal of the roundabout and reinstating turf to original

level, from G & WJ Handley & Son was accepted.

6. Draft Standing Orders.

It was agreed that the draft should be circulated to all councillors for comment so that a second draft

can be considered at the next meeting.

Action : Clerk to circulate draft with minutes.

7. Finance.

(a) Payments Authorised :

St Peter’s Parochial Church Council (graveyard) £ 250.00

M Tyson (Playground Maintenance) £ 400.00

G & WJ Handley & Son (see item 5(b)). £ 350.00 plus VAT

Athenaeum (Rent for June, August and Sept) £ 15.00

(b) Projected Accounts to 31st March 2001 :

A copy of the Projected accounts is attached to the minutes. Projected income and expenditure are

roughly equal in spite of extra expenditure on the playground. The draft budget for 2001/2 should

include the cost of laying the hedge on the north side of the playground.

Action : Clerk to produce draft budget for 2001/2 for next meeting.

8. Planning.

(a) Low Lane, Leasgill - Tree Preservation Order on a beech, a sycamore and three hawthorns to the

south of Leasgill House for which SLDC has received letters of support and objections. Council

is in favour of the preservation order on the beech tree, but against the inclusion of the sycamore and

hawthorns.

(b) Deepthwaite House, Woodhouse - application to erect a storage shed. Council felt that the

proposed shed was out of keeping with nearby buildings, too large and not of a suitable design

for storage.

9. Leasgill Quarry.

(a) Grants Recommended by the Subcommittee.

Agreed as recommended viz :

Milnthorpe Community Steel Band £1,000.00 - for purchase of instruments.

Milnthorpe Parish Council £1,000.00 - for heritage plaques.

Heversham Children’s Playground Working Party £2,200.00 - for renovation of playground.

M & J Sisson £ 300.00

- for tidying-up St Mary’s Well.

(b) Annual Review of Investments.

The market value of the capital of the trust has slightly increased in the year to 31 st August 2000

even though £5,000 was used to build the topograph. Following a switch of some units from COIF

Investment Fund to COIF Fixed Interest Fund the income of the Trust remained reletively stable -£

5,248.64 compared with £5,270.16 in the previous year. There is a possibility that the dividend on

the Investment Fund will be reduced during 2001. It was agreed after discussion that no changes

would be made.

10. Correspondence

(a) Cumbria Police Authority : Policy Planning 2000/1 Consultation - Chair to complete.

(b) Kent Estuary Neighbourhood Forum. : Notice of Meeting on 28 th September - noted.

(c) CALC : Circular for September 2000 - noted.

Copntains notice of possible changes to the audit regime and the Local

Government Act. There is to be a "Best Value" seminar for Parish

Councils on 25 th October in Kendal.

(d) Voluntary Action Cumbria : Summer 2000 newsletter - noted.

(e) Cumbria County Council - South Lakeland Area Committee : seeking guidance on priorities -Chair

to complete.

(f) SLDC Local Plan to 2006 : Changes to Plan - noted, no direct effect on Heversham.

11. Any Other Business.

(a) The Athenaeum will hold its AGM on 2 nd October. The accounts to 31 st July 2000 show a

General Purpose Fund surplus of income over expenditure.

(b) Cumbria County Council have not fixed a time scale for the changes to Princes’ Way.

(c) The trees on Princes’ Way are obstructing the footpath between Bank Farm and College

Green Lane.

Action : Clerk to find out on whose land the relevant tr ees are growing.
