Heversham Parish Council - Annual General Meeting
Minutes of Meeting of Monday, 15th May 2000 - 7.30 pm at the Athenaeum
1. Present. P Johnson, R Parker, R Messenger, Councillor Woof, Councillor Bland, the Clerk,
G Capstick, A Rimmer
2. Apologies for Absence. G Handley
3. Election of Chairman.
Chair : P Johnson - proposed by R Parker, seconded by R Messenger.
Vice-Chair : R Parker - proposed by P Johnson, seconded by R Messenger.
4. Co-option of Additional Councillors.
G Capstick and A Rimmer were unanimously co-opted as Councillors. The Chair will approach
other parishioners with a view to co-opting a seventh Councillor at the June meeting.
The five Councillors present completed "Declarations of Acceptance of Office". It was agreed that
G Handley could complete his at the next meeting.
5. Signing of Minutes of Meeting of 17th April 2000. Agreed and signed as a true copy.
6. Matters arising from Minutes.
(a) The Chair will thank R Sisson and C Armer for their service as Parish Councillors.
(b) The Clerk will remind Dallam School that a figure for outstanding rent is still awaited.
7. Finance.
(a) Accounts for 1999/2000 : The Accounts were approved subject to a final check by the Chair.
Action : Clerk to post copy on Notice Board.
(c) Payments Authorised :
St Peter’s Church (Graveyard Maintenance) £ 250.00
SLDC (Lighting Maintenance) £ 26.84
Insurance £ 217.31
Council decided to take no action at present on adding the Panoramic Indicator to the insurance.
(d) Presentation of Council Tax Information in the SLDC Leaflet "Explanatory Notes & Additional
Information Financial Year 2000/2001" : A letter from the SLDC Treasurer explained why the sum
spent on streetlight maintenance in Heversham had been so variable over the last few years. Council
felt that the possibility of variation outwith their control was further evidence of a need for a change
of presentation.
Action : Clerk to write to SLDC Treasurer again to ask if presentation can be changed.
8. Planning.
(a) Yew Tree Cottage - application granted to build a conservatory.
(b) Sunny Vale - application granted to build a conservatory.
(c) Waterside Fold - application granted to build a timber shed.
(d) 1 Lower Haverflatts - application to build a gazebo and convert garage to a lounge supported
provided that neighbours do not object.
(e) Newholme - application to build a conservatory supported.
9. Millennium Project.
The Chair reported on progress since the last meeting. Building is on schedule and the preparation of
the slate and limestone top layers is progressing well. Levens Hall Estates has written to SLDC
setting up permissive paths across its land. Steven Handley has been asked to install kissing gates to
give better access. Individual invitations to the unveiling will be sent to everyone who donated to the
project. The unveiling will also be widely advertised and the media will be notified.
10. Highways.
(a) "Leasgill" Signs : Council agreed that the "Heversham" sign near the junction with Prince’s Way
should be changed to "Leasgill" and that a sign showing "Heversham" and "Leasgill" should be
positioned opposite the lane between Plumtree House and the Whinns.
Action : Clerk to inform Cumbria County Council.
(b) Mabbin Hall Lane sign : Has still not been repaired.
Action : Clerk to remind Cumbria County Council.

(c) Accident Analysis for the A6 : The report has still not been received. Clerk has sent suggestions
for changes to the layout of the junctions with Prince’s Way at both ends of the village to Cumbria
County Council - see minutes of February meeting.
11. Athenaeum.
Two copies of the revised Constitution were signed by the Chair and Vice-chair. R Messenger
agreed to be one of Councils representatives on the Committee of Management. The second member
will be appointed at the next meeting.
Action : Clerk to send signed copy of new Constitution to Athenaeum Chair.
12. Correspondence
(a) Cumbria CC : Parish Briefing April to June 2000 - Noted
Minerals and Waste Local Plan - Further Proposed Modifications - noted.
Joint Structure Plan - noted.
(b) Shoreline Management Partnership : Kent Estuary Shoreline Management Plan
Passed to G Capstick for information.
(c) CALC : Newsletter May 2000 - noted.
Contains information about a white paper which will suggest abolition of the 50% Council
Tax concession on second homes. Also a paper from the National Association entitled "The
Spirit of Best Value" (Action : Clerk to report on contents at next meeting) and a notice
about a "Distinctly Cumbrian" initiative.
13. Any Other Business.
(a) Walking Routes : Malcolm Davidson is completing the leaflets prior to approaching printers.
(b) Post Box : It was reported that on some days the post box at the post office had been too full to
accept any further letters. A Rimmer explained that a bigger box would have to be bought by the
owners of the post office.
(c) The WI village map will contain a list of contacts for village organisations.
