Minutes of Meeting of Monday, 17th April 2000 - 7.30 pm at the Athenaeum

 

1. Present. P Johnson (Chair), R Parker, G Handley, G Capstick, R Messenger, R Sisson,

Councillor Woof, the Clerk, Paula Lernelius.

2. Apologies for Absence. C Armer, Carl Smith.

3. Signing of Minutes of Meeting of 28th February 2000. Agreed and signed as a true copy.

4. Matters arising from Minutes.

None.

5. Formation of Playground Committee.

Three people have volunteered (Paula Lernelius, Carl Smith and John Day). It was agreed that they

should form a working group to make recommendations to Council about the repair and replacement

of equipment which is needed to bring the playground up to modern standards. Recommendations

would include costings, and the July Council meeting was suggested as a provisional reporting date.

Council will retain responsibility for maintenance, inspection and risk assessment. The Clerk already

has some information which he will pass to Paula Lernelius.

No reply has been received from Dallam School regarding permission to raise the level of the north

end of the playground to prevent flooding.

6. Finance.

(a) Completion of Audit 1998/99 : The audit certificate has now been received and is displayed on

the notice board. The audit fee (including VAT) is £232.18 (£223.72 the previous year).

(b) Accounts for 1999/2000: Interest on the National Savings accounts is not yet to hand, but income

and expenditure for the year will be roughly equal. The audit process starts on 19th June 2000.

(c) Payments Authorised :

(d) Presentation of Council Tax Information in the SLDC Leaflet "Explanatory Notes & Additional

Information Financial Year 2000/2001" : The inclusion of £1,210.00 (compared with £54 in

1999/2000) of planned expenditure on street lighting by SLDC under the heading "Parish Expenses"

makes it appear that the Parish element of Council Tax has increased by more than 50%.

Action : Clerk to write to SLDC Treasurer to ask if presentation can be changed.

7. Planning.

(a) Old Grammar School - permission granted to convert to a dwelling.

(b) G & WS Handley - permission granted to extend to 12 seasonal pitches at Marsh Farm.

(c) Mr M Holmes, Woodleigh - permission granted for single storey extension.

(d) Yew Tree Cottage - application to build a conservatory supported.

(e) Sunny Vale - application to build a conservatory supported.

(f) Waterside Fold - application to build a timber shed supported.

8. Millennium Project.

The Chair reported on progress since the last meeting. Building has started and the time capsule was

put in place by the primary school on 12th April. (A list of donors to the project, and their messages,

is in the time capsule - a copy is attached to these minutes.)

9. Highways.

(a) Street lighting - St Peter’s Church : SLDC Support Services have asked the Council’s Treasurer if

funds could be made available to move the light to the west side of the road.

(b) Cumbria County Council’s "Highwayman" Scheme : Most contacts with regard to highways are

made through the Parish Council. Council agreed to continue in this way rather than join the scheme.

(c) "Leasgill" Signs : Council agreed that "Leasgill" (and "Heversham") signs are desirable.

Action : R Parker and Clerk to recommend positions to Cumbria County Council.

(d) Work completed by Cumbria County Council.

(i) Road side gulleys are cleared twice each year.

Action : Clerk to check if this includes full length of pipe carrying water away.

(ii) A number of pot holes have been repaired and signs cleaned.

(e) Miscellaneous :

(i) No comment so far on drive at Haverwood.

(ii) Resurfacing of the Prince’s Way footpath is not included in this year’s budget.

(iii) The sign at the bottom of Mabbin Hall Lane has been damaged.

Action : Clerk to check if repair is already in hand.

10. Athenaeum.

It was agreed to include Haverflatts along with Hincaster, Greenside and Woodhouse in the areas

represented by the first elected member on the Committee of Management.

Action : Clerk to produce final copies for signature at the next Council Meeting.

11. Correspondence

(a) CALC : Newsletter March 2000 - Noted ; it asks for suggestions for an introductory guide for

Councillors and Clerks. Action : Chair and Clerk to complete questionnaire.

(b) SLDC : Booklet entitled "Strategy 2000/2003 - noted.

Booklet entitled "Best Value Performance Plan 2000/2001" - noted.

(c) Cumbria CC : Booklet entitled "Best Value Performance Plan 2000/2001" - noted.

(d) Cumbria Constabulary : Service Provision Project - Chair to complete questionnaire.

12. Any Other Business.

(a) Walking Routes : Cumbria County Council have money available for printing leaflets.

Action : Clerk and Malcolm Davidson to progress. Chair to inform Hal Bagot that they are

being produced.

(b) Parish Council Elections on 4th May 2000 : Only four nominations were received, and an

election will not be required. The new Council will be able to co-opt three further members at its

first meeting in May.

13. Next Meeting.

Annual General Meeting on 15th May 2000.
