Minutes of Meeting of
1. Present. P Johnson

3. Signing of Minutes of
Meeting of 29th November 1999. Agreed and signed as a true copy.
4. Matters arising from
Minutes.
Grievegate Lane : Levens
Estate will ensure that the hedges are trimmed adjoining its land.
Action : Clerk to write to
the other two landowners.
5. Finance.
(a) Payments Authorised:
P C Shaw (Clerk's Expenses
- June 1999 to January 2000) , 90.21.
(b) Continuation of grant
for upkeep of Churchyard : Council viewed the request sympathetically but
deferred a decision until
nearer the time for completing the precept.
Action : Clerk to write to
Parochial Church Council.
6. Planning.
(a) Dallam School -
application to alter and extend Bam Flats has been granted.
(b) St Peter's Church -
application to extend hall has been granted.
(c) Milestone Cottages -
application to build garages has been granted.
(d) Marsh Farm -
application to extend number of caravans supported.
(e) Woodleigh - application
to extend forming a kitchen and porch supported.
7. Millennium Project.
The Chair explained that a
"meet the artist" session will take place on 6th February and that
the next
meeting of the committee
will be on 10th February.
8. Highways.
(a) Speed Limits at
Woodhouse and Haverflatts : Council and residents consulted were not in favour
of speed limit at
Woodhouse. However, there was support for a change of priority at the junction
of
the roads from Hincaster
and Crooklands. A letter from a resident suggested a speed limit through
Haverflatts. After
discussion Council agreed to endorse this suggestion and also signs that there
may
be pedestrians.
Council also agreed that
pedestrian warning signs would be desirable in Leasgill.
Action : Clerk to write to
Cumbria County Council.
(b) Parking at Crow Wood : A
letter had been received from SLDC suggesting that the legal
position would make the
extension of the car park difficult.
Action : Councillor Woof
agreed to investigate further.
(c) Street lighting at St
Peter's Church and Chestnut House Cottage : Council agreed that removal of
street lights was not
desirable, and that alternatives should be pursued.
Action : Clerk to write to
SLDC.
(d) Results of District
Councillor's Survey : Councillor Woof explained the background to the
survey. The results of an
analysis of accidents on the A6 from Levens Bridge to the County Border is
expected from Cumbria
County Council shortly. There is also a suggestion that Cumbria County
Council want to change the
reporting of road defects. Action : Clerk to investigate last point.
(e) The bump on Woodhouse
Lane has been removed.
9. Children's Playground.
(a) Donation from Heversham
Ladies : Heversham Ladies is disbanding and has donated the balance
of its funds (,89.53) to the
Playground. Action : Clerk to write and thank Hon. Treasurer.
(b) Safety Inspection : A
risk assessment report has been received from SLDC. Council agreed to
take no action pending the
formation of a Playground Committee.
10. Heversham Quarry Wood.
Council agreed that any
damage to the walls during felling would be the responsibility of the
contractor-
11. Athenaeum.
(a) Changes to Constitution
: The Clerk has produced a draft. Council agreed that it should be passed
to the Chair, Councillor
Sisson, The Athenaeum Chair, and the Athenaeum Treasurer for comment.
(b) Letter from Mr Tonks :
Council agreed that the screening between Leasgill House and the car
park should be improved. Mr
Tonks will be prepared to share the cost. Councillor Sisson will meet
Mr Tonks to discuss the of
rubbish/possible base of the steps outside the snooker club.
12. Preparation for Annual
Parish Meeting.
Items agreed for the agenda
on 20th March 2000 were :-
Formation of a Playground
Committee,
Formation of a Cumbria in
Bloom Committee (see item 13),
A representative from the
police,
Progress report on the
Indicator.
Wine and nibbles would be
provided, and District and County Councillors would be invited to speak.
13. Correspondence
(a) CALC : Newsletter
December 1999 - Noted ; it contains a list of powers of Parish Councils.
(b) Cumbria CC : Parish
Council Briefing January to March - Noted.
(c) SLDC : Consultation on
draft action plans (Economic Development and Tourism).
Two Councillors to read and
comment if desirable.
(d) Cumbria In Bloom : 2000
competition entry form - Council agreed that Heversham should
only enter if an organising
group could be formed.
Action : Clerk to put up
notice seeking interest - see also item 12.
(e) Letter from Mr M
Davidson : Walking routes in the village. Mr Davidson explained that the
leaflet was intended to be
the first in a short series. Council agreed that the black and white leaflet
was the best option.
Councillor Handley and Mr Davidson will discuss the number to be produced.
(f) Local Government
Commission for England :
"Draft Recommendations
on the Future Electoral Arrangements for Cumbria County Council".
The request to continue
with Levens rather than joining Crooklands has been refused.
12. Any Other Business.
(a) Royal Garden Party :
The ballot form was left with Councillor Sisson.
(b) List of organisations
and contacts in Heversham : Council agreed it would be desirable to
resurrect the list. Action
: Councillor Messenger agreed to begin assembling information.
